Education and Experience: A Bachelor's degree or higher in business or public administration, accounting, finance or a related field, and two (2) years of experience in budget or fiscal analysis or administration. Licenses and Certificates: None.

General Purpose

Under direction, prepare, analyze and monitor department budget, supervise payroll function, and provide administrative support to departmental operations.

Typical Duties

Prepare and monitor the operational, capital and other budgets for department. Involves: Assist in identifying and analyzing budget needs and priorities. Prepare assigned annual budgets. Monitor expenditures in assigned areas to assure sound fiscal control. Advise department and division heads of budget levels. Oversee the preparation of requisitions and purchase orders. Prepare budget transfer requests. Conduct internal audits and cost control analysis. Assist with grant preparation and ensure that expenditures are conducted in accordance with grant specifications. Provide administrative support and guidance to department head related to the planning of new, and improvements in existing, facilities and coordinates maintenance and repair of facilities and equipment. Involves: Receive work requests from department staff. Determine priorities and forward tasks to appropriate staff or contract outside vendors. Prepare cost estimates. Assist in writing specifications for bid proposals. Inspect work to assure completion in accordance with specifications. Discuss problems with contractors or other City departments. Attend meetings. Oversee the departmental payroll and personnel process. Involves: Provide direction to departmental payroll personnel. Research and resolve complex discrepancies and payroll-related inquiries. Ensure payroll process is completed in a timely manner. Track vacancy openings and complete staffing tables. Supervise assigned staff. Involves: Assign, schedule, guide and monitor work. Appraise employee performance. Provide for training and development. Counsel, motivate and maintain harmony. Identify and resolve staff differences, conflicts and deficiencies. Interview applicants; recommend hiring, termination, discipline, merit pay or other employee status changes. Enforce personnel rules and regulations and work behavior standards firmly and impartially.
