General Description The purpose of this job is to oversee the infrastructure of the Outpatient Biopsychosocial Intervention as defined by the HHSC LIDDA Performance Contract Rules and Regulations and that Performance Measures are adhered. This scope of work includes best practice models developed in the Learning Collaborative and strategies that aim to expand access to outpatient mental health services for individuals with IDD and mental health needs. The services are designed for children and adults who have IDD or who are presumed to have IDD and who also have a co-occurring mental health condition, substance use disorder, or behavior support needs. This class works under general supervision, independently developing work methods and sequences. Duties And Responsibilities The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position, as necessary. Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Coordinates, assigns, and reviews work and establishes work schedules; caseload assignments that maintain performance measure; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed. Actively participates in mid management level center-wide and divisional goal/objective setting meetings. Relay operational information between the team and upper management. Coordinates two-way communication of plans and monitors reports outlining achievement. Participates in the design of unit services and training. Provides leadership and development opportunities for staff and promotes, enables, and executes continuous improvement activities within the department. Establishes good working relationships with community groups, funders, and other organizations and represents EHN and division at community activities to enhance, communicate and achieve goals of the organization. Implement a performance management process for all associates to ensure that all performance standards, productivity targets, monthly contacts, Person centered Recovery Plan completions, Biopsychosocial Assessment, Lag times compliance, and other targets as assigned, are monitored on an ongoing basis. Formulates improvement plans to evaluate professional development and Inspire Change Standards Alignment (Safety, Innovation, Communication, and Efficiency) in the workplace in collaboration with the Director of Care Transition. Efficiently works cohesively with Director of Care Transition and in conjunction with other LIDDA Directors, Managers, & Supervisors to enhance delivery of programs and submit requested data and reports by the target date. Establish team meeting schedules, meet regularly with assigned staff, maintain outlines of meeting topics, and establish a positive, healthy, and safe work environment. Complete all HHSC & EHN training as required. Develops in conjunction with the Director of Care Transition an internal process to offer training to mental health and substance use partners, or other professionals involved in mental health and substance use, on techniques and training resources that will enable individuals with an IDD diagnosis to benefit from mental health services and behavioral supports. Participate in planning 10 education and training opportunities annually: developing a list of materials and topics to cover, as well as training modalities, and completing post-training surveys to collect feedback. Participates in developing internal processes for providing at least monthly mental wellness support and/or skills training on specific strategies that address target behaviors to individuals, their support system, or both which included evidence-based approaches to skills training, including continuous training for staff to ensure quality of service. Submit quarterly OBI Report to Director of Care Transition. Adhere to documentation standards. Performs other duties as assigned. Minimum Education And Experience Requirements Master's degree required in Health or Human Services, Social Services, Behavioral Health, Rehabilitation or related field, a qualified intellectual disability professional as defined in 42 Code of Federal Regulations (CFR); and at least two years of experience working with individuals with IDD who have mental health and behavior support needs or linking people with IDD to mental health supports, in addition to the one year of required experience of a qualified intellectual disability professional described in 42 CFR. Experience with trauma-informed services; cognitive behavioral therapies, including Dialectical Behavioral Therapy (DBT); and motivational therapies including the use of incentives, preferred. Required Knowledge And Abilities Knowledge of trauma-informed theories, principals, and practices (includes multi-faceted understanding of concepts such as community trauma, intergenerational and historical trauma, parallel processes, and universal precautions), preferred. Physical Demands Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations. Toxic/caustic chemicals; Explosives; Violence. Other extreme hazards not listed above. Special Certifications and Licenses Must complete NADD specialist certification within one year of employment. Must be able to be credentialed as a Qualified Intellectual Disability Professional (QIDP) in the timeframe designated by EHN Must possess and maintain a valid state Driver's License with an acceptable driving record.
