SUMMARY
Under supervision of the Manager Laboratory Outreach Services or guidance of the Lead Phlebotomist, performs responsibilities associated with obtaining blood and various other patient specimens in accordance with department procedures. Obtains samples ordered by physicians for routine and specialized tests on assigned unit. Takes samples from pediatric and adult patients on outpatient units. Transports specimens and completes basic records. Fosters patient and family centered care and nursing services in accordance with the Brown University Health and The Miriam Hospital’s mission, vision, values, with consideration of the life span, including all developmental stages as well as cultural patterns. Performs various functions associated with the computer system to assure proper collection and documentation of patient specimens. Patient Registration including patient identification and verification, patient look‑up, entering patient demographics, insurance information, guarantor, PCP, ordering provider, ordering tests, entering diagnostic codes, following established policies and procedures, and handling medical necessity and document scanning. Manages Advanced Beneficiary Notice (ABNSN) to include obtaining supporting diagnostic codes, document review, patient signatures and document management. Performs related clerical activities such as medical necessity follow‑up, sorting and filing records, daily checklists, answering phones, report delivery, receiving patients into clinical treatment areas as necessary. Maintains and monitors standing orders for expiration and renewals, confirming tasks are followed through to completion. Provides patients with forms for tests, gives instructions regarding any special preparation necessary prior to specimen collection or appointment, and may contact additional patient information to complete records. Schedules venipunctures or capillary punctures according to priority and type of test, utilizes computer‑generated collection labels, references the Pathology Handbook as necessary, and ensures specimens are collected in proper containers and meet special requirements. Performs duties in accordance with hospital policy and universal precautions, verifies patient identity, and ensures proper patient preparation prior to venipuncture such as fasting or special diet. Obtains blood samples from patients according to venipuncture or capillary puncture technique. Alerts nursing staff or supervisor to any deviations from puncture or adverse patient condition. May collect other types of specimens (e.g., throat culture), process samples for centrifugation and specimen tracking, obtain samples for specialized tests (thyroid releasing hormone, therapeutic drug monitoring, D‑Xylose tolerance), verify volume and timing, monitor patients for reactions (diaphoresis, sleeping, etc.), and may perform bleeding times. Labels, wraps, and transports samples according to type and urgency, and maintains records of sample procurement. Performs duties in accordance with hospital policy and universal precautions. Registers patients and orders tests following established policies and procedures for patient identification and verification, registration, test orders, medical necessity, and document scanning. Interviews patients to obtain insurance, biographical, and medical information to complete registration records. All essential functions reflect the age‑specific needs of patients, follow established procedures at patient homes, and perform other duties as assigned.MINIMUM QUALIFICATIONS
EDUCATION
High school diploma or GED required. Phlebotomy certificate through National Accrediting Agency for Clinical Laboratory Sciences and/or completion of a phlebotomy certificate program including a formal internship demonstrating 100 successful venipunctures. In lieu of internship, six months of phlebotomy experience may be considered. In lieu of certification, five or more years of direct phlebotomy experience may be considered.EXPERIENCE
Ability to perform venipuncture and capillary techniques on adults, children, and infants. Interpersonal skills to obtain and provide information to patients and to explain procedures effectively to allay fears and anxiety. Knowledge and skills necessary to provide care to patients with consideration of aging processes, human development stages, and cultural patterns at each step of care. Clerical skills to prepare and maintain records and reports, including keyboard skills to enter information. Familiarity with blood collector equipment, anticoagulants, special precautions, and interference. Ability to distinguish chromatic colors. Phlebotomy certificate required.WORK ENVIRONMENT AND PHYSICAL REQUIREMENT
Works in an inpatient care environment with considerable walking between units; physical effort may be required with uncooperative patients. Exposure to odors when handling specimens. Exposure to communicable diseases; injury risk minimized by adherence to infection control procedures. Manual dexterity required to perform venipunctures.SUPERVISORY RESPONSIBILITY
