THE POSITION The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is now hiring for a Medical Records Specialist 1 to join their team! Please note you must be a current State of CT employee of the agency listed above to be considered for this position (see Selection Plan for additional details). HIGHLIGHTS
CRMHC is a community based mental health center serving Hartford, West Hartford, Farmington, Avon, Canton and Simsbury providing individuals with behavioral health services. CRMHC collaborates with the greater Hartford DMHAS-Funded mental health programs comprising 15 non-profit agencies located in Hartford and West Hartford. These agencies work together to provide a comprehensive array of behavioral health services to adults with serious psychiatric disabilities as well as co-occurring psychiatric illness and substance use.

In a state medical institution or facility medical records department this class is accountable for independently performing a full range of tasks associated with maintaining medical records and medical records coding activities.
EXAMPLES OF DUTIES
Four (4) years of experience in the maintenance of medical records and preparation of statistical reports.
PREFERRED QUALIFICATIONS
Persons having responsibility for supervising or observing the behavior of inmates or custodial clients will be required to possess a high school diploma or General Educational Development (GED) certification by the time of permanent appointment.

- Function as part of the Medical Records unit that collates and files all documentation for more than 1,800 behavioral medical records across two building s and eight teams, and 16 inpatient charts;
- Create new medical records for admissions and archives records for discharges;
- Examine records for completeness;
- Work with multiple electronic systems to ensure data matches the content of the legal medical records;
- Prepare records for off-site storage at the State Library and request medical records from and returns records to the State Library, as needed;
- Process releases of information and subpoenas under the direction of the Medical Records Department Supervisor;
- Participate in unit, division, and full-staff meetings; and
- Prepare reports and perform related duties as required.

In a state medical institution or facility medical records department this class is accountable for independently performing a full range of tasks associated with maintaining medical records and medical records coding activities.
EXAMPLES OF DUTIES
- Assists in maintaining a file of medical records such as daily admissions and discharges, daily census, case histories, results of diagnostic tests, signed releases of information, medical summaries and abstracts;
- Inspects reports and records for omissions and errors;
- Codes and files a full range of diagnoses according to anatomical systems and in conformance with accepted international classification systems (i.e. ICD, WHO, DSM3, DRG, etc.);
- Prepares statistical reports on such matters as classification of disease, laboratory, dental, X-ray and physiotherapy activities;
- Prepares death certificates, burial permits and other related records;
- Prepares reports to state and federal agencies as required;
- May attend probate court hearings and give testimony;
- Performs related duties as required.
- Knowledge of
- basic medical terminology and human anatomy;
- medical coding principles and techniques with particular emphasis on International Classification of Disease Adopted procedures;
- principles of statistical data tabulation;
- office systems and procedures;
- Skills
- interpersonal skills;
- oral and written communication skills.
Four (4) years of experience in the maintenance of medical records and preparation of statistical reports.
PREFERRED QUALIFICATIONS
- Experience working in a clerical capacity in an office setting, filing, and maintaining client records
- Experience working independently and multi-tasking, prioritizing tasks as required
- Experience utilizing Microsoft Office 365 suite and the Office 365 Cloud collaboration tools such as SharePoint, OneDrive, and Teams
