Job Overview Title: Senior Vice President Housing Choice Voucher Program Department: Housing Choice Reports to: Chief Operating Officer Pay Grade: U Target Salary: $180,100 (Compensation is negotiable based on experience, skills and qualifications) The Senior Vice President, Housing Choice Voucher Program is responsible for leading and directing the day‑to‑day administration of Atlanta Housing’s Housing Choice Voucher Program (HCVP) which serves over 26,000 low‑ and moderate‑income families. This role provides strategic, accountable, and compassionate leadership across all HCVP operations—including waiting list management, voucher processing and recertification, program compliance, landlord recruitment, and stakeholder education—ensuring transparent, competitive, and integrity‑driven practices that strengthen the HCVP as a vital public‑private resource. The position oversees a team of more than 100 professionals and requires both strategic leadership and hands‑on execution. The Senior Vice President reports directly to the Chief Operating Officer. Essential Duties and Responsibilities Oversee and manage Atlanta Housing’s HCVP and related functions to enable programmatic success and fulfill the organization’s mission and strategic goals. Provide leadership and inspiration to the HCVP department, promoting collaborative operational efficiencies and excellent customer service. Develop vision, articulate objectives, and set realistic priorities for long‑ and short‑term planning and execution. Recruit, supervise, and develop a diverse, competent, and accountable team of functional area directors/managers. Lead, coordinate, and facilitate the strategic direction, design, development, implementation, and coordination of all departmental operations and activities, emphasizing customer responsiveness. Direct and oversee the full voucher lifecycle: issuance, leasing, recertification, and termination of assistance. Enhance department and individual team policies and procedures. Complete special projects and initiatives, ensuring alignment with organizational objectives. Manage systems and quality assurance activities that enable timely HUD‑approved voucher‑related processes. Conduct internal and external marketing, training, and technical assistance for department activities and services. Facilitate emergency or urgent voucher activities as required by Atlanta Housing or its subsidiaries. Analyze, track, and report leasing and rental trends and participant and landlord performance to demonstrate progress against strategic objectives. Diagnose and evaluate problems accurately, executing strategic and tactical solutions with systematic problem‑solving processes. Oversee procurement and solicitation of services needed to support the HCVP, presenting resolutions for approval to the Atlanta Housing Board of Commissioners. Support HCVP and corporate financial management through budget oversight, landlord payments, cost analysis, accounts receivable/payable, and timely financial reporting to executive management. Collaborate with executive, supervisory, and staff levels to provide technical or general business expertise, ensuring regulatorily compliant execution of the HCVP. Advise senior leadership on matters impacting the HCVP program, recommending responsive actions. Maintain up‑to‑date knowledge of local, state, and federal regulations and requirements related to HCVP activities. Represent Atlanta Housing in the community, promoting the HCVP and addressing related issues. Perform other related and/or assigned tasks as required. Knowledge & Skill Requirements Effectively lead, manage, and evaluate a diverse and experienced team. Strong managerial experience coordinating activities across multiple units and departments. Ability to assess, plan, coordinate, supervise, and lead work of staff across various areas. Exceptional verbal and written communication skills, with the ability to develop strategic initiatives, policies, procedures, and documents. Ability to manage complex projects in a time‑sensitive environment, using strong analytical skills and attention to customer service. Demonstrated organization and administrative skills, juggling multiple demands to meet goals and deadlines. Knowledge of financial planning and budgeting principles. Ability to prepare and present comprehensive reports, studies, and proposals, including Board of Commissioners reports. Apply continuous improvement methodologies to enhance business processes, program outcomes, and employee satisfaction. Collaborative work with colleagues, internal clients, partners, vendors, and stakeholders. Excellent interpersonal skills, developing and maintaining positive professional relationships. Superior judgment, tact, diplomacy, and analytical abilities. Ability to function in an environment of multiple shifting priorities. Proficiency with Microsoft Office Suite and proprietary software; Yardi platform is a plus. Excellent research and analytical skills across acquisition and management processes. Education and Experience Master’s degree in Public or Business Administration, Management, Social Services, Finance, Urban Studies, Urban Planning, or a related field. Equivalent combination of education, training, and experience is acceptable. At least ten (10) years of progressively responsible experience, including four (4) years of direct supervision and oversight of managers or program/operational units. Experience in public, multi‑family and/or assisted housing preferred. Certifications Section 8 Specialist, Section 8 Financial Management, Rent Calculation (to be completed within 6‑12 months of hire). Other relevant certifications such as PMI, AMA, or similar are a plus. Contract Management Familiarity with contract management methods, logistics, and Section8 housing policies and HUD procedures. Extensive knowledge of federal, state, and local laws, rules, regulations, handbooks, and procedures impacting the HCVP. Working Conditions Office environment; occasional bending, stooping, reaching, and prolonged sitting or standing. Research, reading, and lifting of files not exceeding 15 pounds. Frequent local travel may be required; valid State of Georgia driver’s license and insurability for the “Authorized Drivers List” necessary.
