Summary

The North Carolina Community Health Center Association (NCCHCA) is a membership organization for federally qualified, non-profit patient-governed health care organizations that provide care to patients regardless of insurance status or geographic isolation.  NCCHCA’s mission is to promote and support patient-governed health care organizations and the populations they serve. NCCHA holds a cooperative agreement with the Health Resources and Services Administration (HRSA) to operate the Health Center Controlled Network (HCCN) program. NCCHCA also serves as the Manages Services Organization for the Carolina Medical Home Network Clinically Integrated Network (CMHN CIN) and Carolina Medical Home Network Accountable Care Organization (CMHN ACO).

The Clinical Applications Manager provides clinical informatics leadership and serves as a key subject matter expert (SME) for NCCHCA’s HCCN-supported clinical technology platforms. This position supports the implementation, optimization, adoption, and ongoing management of electronic health record (EHR) systems, population health platforms, care management applications, and other clinical technology solutions that enhance health center operations, quality improvement initiatives, care coordination, and value-based care efforts.

Working collaboratively with health centers, vendors, clinical leaders, and internal NCCHCA teams, the Clinical Applications Manager supports effective use and optimization of clinical applications through workflow analysis, system enhancement recommendations, end-user training, change management, and ongoing application support. This position serves as a liaison between clinical users and technology vendors to help identify opportunities for improvement, resolve issues, support system enhancements, and promote best practices across participating health centers.

The Clinical Applications Manager supports NCCHCA’s HRSA Health Center Controlled Network (HCCN) grant activities by coordinating clinical technology initiatives, facilitating collaborative user groups, supporting health IT modernization efforts, and promoting adoption of HCCN-supported solutions. This position assists with tracking project milestones, technology adoption, performance measures, and grant deliverables; collecting required information; and supporting preparation of reports and documentation required to demonstrate progress toward HCCN goals and HRSA requirements.

Qualification Requirements:

  • Bachelor's degree in Nursing, Health Informatics, Healthcare Administration, Health Information Management, Clinical Informatics, or a related healthcare field required.
  • Master’s degree in Nursing Informatics, Health Informatics, Healthcare Administration, or related field preferred.
  • Minimum five (5) years of progressively responsible experience supporting Electronic Health Records (EHRs), clinical applications, healthcare informatics, or clinical operations.
  • Experience implementing, optimizing, and supporting population health and care management platforms.
  • Experience leading clinical workflow redesign, technology optimization, and clinical transformation initiatives.
  • Experience managing healthcare technology projects, including project planning, scope management, timeline development, stakeholder coordination, risk identification, issue resolution, and implementation tracking.
  • Experience using project management methodologies and tools to successfully manage technology implementations, system upgrades, and ongoing optimization initiatives.
  • Experience working directly with physicians, nurses, care managers, quality teams, and healthcare leadership.
  • Experience managing vendor relationships, software implementations, and application support activities.
  • Experience providing end-user training, facilitating user groups, and supporting change management initiatives.
  • Experience in Federally Qualified Health Centers (FQHCs), Community Health Centers, ACOs, CINs, or ambulatory care preferred.

Knowledge, Skills and Abilities:

  • Strong knowledge of Electronic Health Records (EHRs) and ambulatory clinical workflows.
  • Knowledge of population health, care management, referral management, and quality improvement technologies.
  • Understanding of clinical quality measures, UDS reporting, HRSA performance measures, and value-based care programs.
  • Knowledge of healthcare interoperability, data exchange, interfaces, and health information technology standards.
  • Working knowledge of clinical decision support tools and workflow optimization strategies.
  • Knowledge of HIPAA, healthcare privacy, and information security requirements.
  • Ability to analyze complex clinical workflows and recommend technology-based improvements.
  • Excellent project management, organizational, and change management skills.
  • Strong facilitation skills with experience leading end-user workgroups.
  • Excellent written, verbal, and presentation skills.
  • Ability to communicate effectively with clinicians, executive leadership, technical teams, and software vendors.
  • Ability to manage multiple concurrent implementation and optimization projects.

Essential Functions:

Clinical Applications Management:

  • Serve as the clinical informatics subject matter expert (SME) for NCCHCA-supported clinical technology solutions, including Electronic Health Records (EHRs), population health platforms, care management applications, referral management systems, and other clinical technologies.
  • Lead the implementation, optimization, maintenance, and ongoing enhancement of clinical applications to support patient care, operational efficiency, quality improvement, and value-based care initiatives.
  • Analyze clinical workflows and collaborate with participating health centers to identify opportunities for workflow redesign, application optimization, and process improvement.
  • Recommend and implement application configuration changes, workflow enhancements, and best practices that improve clinical documentation, provider efficiency, and patient outcomes.
  • Coordinate software upgrades, application testing, validation, release management, and user acceptance testing to ensure successful deployment of new functionality and system enhancements.
  • Monitor application utilization, adoption, and performance while identifying opportunities for continuous optimization and improvement.
  • Troubleshoot application issues, coordinate issue resolution with software vendors, and communicate updates to stakeholders.
  • Support interoperability initiatives and the effective integration of clinical technologies across participating health centers.

Clinical Technology Implementation & Project Management:

  • Manage multiple concurrent clinical technology implementation and optimization projects, including project planning, timeline development, stakeholder communication, issue resolution, risk management, and implementation tracking.
  • Coordinate implementation activities with participating health centers, software vendors, consultants, and internal NCCHCA teams to ensure successful project execution.
  • Maintain project documentation, implementation plans, meeting summaries, project schedules, and status reports supporting organizational and grant-funded initiatives.
  • Monitor project milestones, deliverables, and technology adoption to ensure timely completion of implementation objectives.
  • Support organizational initiatives focused on healthcare technology modernization, workflow optimization, and clinical transformation.

Training, Collaboration & User Support:

  • Develop and deliver end-user training, workflow documentation, user guides, webinars, and educational resources supporting effective use of clinical applications.
  • Provide ongoing application support and workflow consultation to clinicians, care teams, operational staff, and organizational leadership.
  • Facilitate user groups, workgroups, and collaborative meetings to promote knowledge sharing, identify enhancement opportunities, and encourage adoption of best practices.

HCCN Program Support & Compliance:

  • Support HRSA Health Center Controlled Network (HCCN) initiatives by coordinating clinical technology activities that advance grant objectives and participating health center priorities.
  • Assist with monitoring technology implementation, application adoption, project milestones, and grant deliverables to support HRSA reporting requirements.
  • Collaborate with participating health centers to promote adoption of HCCN-supported technologies, health information exchange, interoperability, and clinical quality improvement initiatives.
  • Maintain documentation supporting clinical application implementations, workflow improvements, training activities, and grant-funded projects.
  • Monitor emerging healthcare technologies, industry trends, and clinical informatics best practices to recommend innovative solutions that improve organizational performance.
  • Perform other duties as assigned.

  • Light to moderate lifting is required such as occasionally lifting office products and supplies, up to 20 pounds

Work Environment:

  • This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. 
  • Level of noise typical for the work environment of this job is Moderate - less than 85 decibels (business office with computers and printers and traffic within the receptionist area).
  • Ability to work in a confined area.
  • Ability to sit at a computer terminal for an extended period of time.
