Introduction State of Connecticut, Department of Revenue Services (DRS) has an opportunity for a Tax Operations Assistant Chief in the Processing/Enterprise Content Management (ECM)/Mail Services and Duplicating units within the Operations Division. Position Highlights Located centrally in Hartford, CT; core hours 8:00 AM to 4:30 PM with flexible scheduling based on operational needs. On-site presence required; telecommuting not available. Manage overall day‑to‑day operations. Oversee outsourcing budget for data capture and ECM programming vendors. Oversee agency-wide scanning of correspondence, returns and payments. Oversee all mailroom functions, including daily pickups at multiple locations and logging of certified mail and all outgoing mail. Oversee the duplicating area that generates all outgoing print job correspondence (bills, notices, delinquencies, tax return mailing). Work with the business office on approving invoices for vendors, equipment and major supply orders. Evaluate staffing levels and develop plans to fill staffing needs created through attrition. Document workflow of inbound and outbound mail in processing. Expand use of existing hardware and software to track bottlenecks. Develop reports to manage and evaluate work volumes in all areas. Review current processes and develop a long‑term plan for streamlining. Work with Oversight unit to recommend increased electronic data collection and reduce paper processing. Identify strengths and weaknesses in the unit and develop an organizational reorganization plan. Cross‑train staff to support peak tax filing season. Your Role Manage and counsel on day‑to‑day operations of the unit, responsible for collection, processing of inbound mail and creation and mailing of outbound correspondence. Review current functions, processes and organizational structure, develop a long‑term plan for streamlining and document the workflow for inbound and outbound mail processes. Expand use of existing hardware and software to track bottlenecks and create reports to manage and evaluate work volumes in all areas. Work with the agency's IT modernization project team to recommend increased electronic data collection and reduced paper processing. Receives and processes all state tax returns and corresponding documents, deposits state tax revenue, generates bills, credits and refunds, registers businesses and issues permits and licenses. Maintains internal accounting system and executes programs to ensure accuracy and validity of taxpayer information. Assists in development, implementation and evaluation of division policies, goals and objectives. Assists in design and development of division programs and activities; implements new procedures and revisions. Assists in determining staffing levels, directs management and coordination of staff. Assists in design and implementation of performance review standards; prepares division budget. Maintains contacts with individuals within and outside the division to assess impact on policy or program activities. Assists Chief in determining impact and implementing changes to conform to state laws and department policy. Leads recruitment and hiring of staff, including outreach, interview and selection. May assist in drafting proposed legislation covering tax statutes. Performs related duties as required. Knowledge, Skill and Ability Considerable knowledge and ability to apply relevant state and federal laws, statutes and regulations, financial data systems, and registration, processing, examination and accounts receivable operations. Knowledge and ability to apply management principles and practices, accounting and auditing techniques and principles. Considerable interpersonal skills; oral and written communication skills. Minimum Qualifications General Experience: Nine (9) years of technical work in taxation or a large computerized financial record‑keeping system. Special Experience: One (1) year of the General Experience in a supervisory capacity. Substitutions Allowed: College training up to four (4) years for a bachelor's degree; a master's degree in business administration, accounting or taxation may substitute for one (1) additional year of General Experience. Preferred Qualifications Experience overseeing a unit responsible for intake and processing of correspondence, returns and payments. Experience with organizational, verbal and written communication. Experience with process improvement techniques and methods. Experience managing and collaborating throughout all levels of a diverse staff to achieve common goals. Experience leading staff by thinking critically, managing productivity, defining expectations and establishing measurable goals. Technical knowledge of scanning, processing and/or high‑volume mail equipment.
