Government Contracts & Bid Specialist (FDOT), (Construction) Overview We are seeking a highly organized, detail-oriented, and results-driven Government Contracts & Bid Specialist (FDOT), (Construction) to lead and manage the full lifecycle of our public-sector bidding and contracting efforts for municipal, county, state, federal, and Florida Department of Transportation (FDOT) construction opportunities. A major objective of this position is to help Skyscraper Construction expand and establish a strong presence in the FDOT market . The ideal candidate will have direct knowledge of FDOT procurement, contractor prequalification, letting and bidding procedures, compliance requirements, and the Florida transportation construction market. This position goes beyond bid administration. We are looking for someone capable of identifying opportunities, helping us become properly positioned and qualified for FDOT work, developing an FDOT project pipeline, and assisting the company in successfully winning public construction contracts. Key Responsibilities FDOT Market Development: Develop and support a strategy for expanding Skyscraper Construction into the FDOT construction market, including identifying suitable projects, work classes, districts, programs, and contracting opportunities. FDOT Prequalification & Registration: Manage or assist with FDOT contractor prequalification, vendor registrations, work-class qualifications, certifications, renewals, required documentation, and other requirements necessary to pursue FDOT construction contracts. FDOT Lettings & Opportunity Pipeline: Monitor FDOT advertisements, letting schedules, procurement systems, district opportunities, upcoming projects, bid tabs, and capital programs. Maintain an active pipeline of projects for management review. FDOT Industry Relationships: Help establish relationships with FDOT prime contractors, subcontractors, engineering firms, consultants, suppliers, DBE firms, and other transportation-industry participants to identify prime, subcontracting, teaming, and potential joint-venture opportunities. Opportunity Identification: Research and monitor municipal, county, state, federal, and transportation procurement portals for ITBs, RFPs, RFQs, solicitations, and upcoming public construction projects. Bid Evaluation: Review plans, specifications, solicitation documents, addenda, qualification requirements, bonding requirements, licensing, experience requirements, and contractual conditions to determine whether opportunities are viable. Bid Preparation: Coordinate complete bid packages, including bid forms, pricing schedules, certifications, affidavits, qualification information, project experience, personnel information, bonding documentation, and required supporting documents. Bid Compliance: Develop detailed bid checklists and ensure every submission is complete, responsive, properly executed, and submitted before the applicable deadline. Competitive Intelligence: Research historical bid tabulations, awarded contracts, incumbent contractors, competitor pricing, upcoming projects, and procurement trends to help management determine where the company can compete effectively. Cross-Department Coordination: Work closely with estimating, operations, finance, legal, project management, bonding, insurance, and executive leadership throughout the pursuit process. Submission & Follow-Up: Manage electronic and physical bid submissions and track bid openings, tabulations, shortlists, recommendations for award, debriefings, protests, and final awards. Contract Administration: Support post-award contract execution, bonding, insurance, compliance documentation, certifications, and handoff to project management and operations. Proposal & Qualification Library: Maintain organized databases of company qualifications, licenses, resumes, project experience, references, financial information, certifications, standard forms, and other frequently required government-contracting documentation. Continuous Improvement: Develop standardized processes, templates, checklists, calendars, and internal controls to increase the volume of opportunities the company can pursue without sacrificing accuracy or compliance. Qualifications Bachelor's degree in Business Administration, Public Administration, Construction Management, Engineering, or a related field preferred. Minimum 3–5 years of experience in government contracting, public construction bidding, procurement, proposal management, or bid coordination. FDOT contracting, procurement, prequalification, letting, or transportation-construction experience strongly preferred. Experience with public works, roadway, bridge, drainage, underground utilities, concrete, structural, civil, transportation, or infrastructure construction is highly desirable. Strong understanding of municipal, county, state, and federal procurement procedures. Ability to read and interpret solicitations, construction specifications, contractual requirements, technical documents, bid forms, and qualification requirements. Experience working with government procurement and electronic bidding portals. Strong proficiency with Microsoft Office and Adobe Acrobat. Excellent written and verbal communication skills. Exceptional organizational and deadline-management abilities. Strong attention to detail and ability to manage multiple simultaneous solicitations.
