POSITION TITLE:     Facilities Supervisor

DEPARTMENT:        Operations

REPORTS TO:          System Planning Superintendent

PAY GRADE:             $37.26 PER HOUR/$77,500.80 PER YEAR

FLSA STATUS:         EXEMPT

JOB SUMMARY

Plans, directs, and coordinates the maintenance, repair, safety, and appearance of all District facilities, grounds, and related building systems. Supervises facility maintenance staff and contracted service providers, manages the facilities maintenance budget, and ensures District buildings and grounds meet Gold Standard for Customer Service, safety, and regulatory requirements. Serves as the District's primary point of accountability for facility condition, life-safety systems, and capital improvement planning for buildings and grounds.

Incumbents in this position will be held to the District's Gold Standard for Customer Service.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

1. Plans, schedules, and supervises preventative, routine, and corrective maintenance across all District facilities, including HVAC, electrical, plumbing, and building systems.
2. Supervises, trains, and evaluates Facility Maintenance Worker(s); assigns daily work, sets priorities, and reviews completed work for quality and safety compliance.
3. Facilitates usage and rentals of District facility spaces.
4. Develops and manages the annual facilities maintenance and repair budget; tracks expenditures and recommends capital improvement projects.
5. Assists with Solicitations, manages, and evaluates outside contractors and vendors (HVAC, electrical, plumbing, landscaping, janitorial, pest control, fire/life-safety) including scope development, quotes, scheduling, and quality assurance.
6. Ensures monthly inspection and documented compliance of fire extinguishers, AEDs, smoke detectors, and other life-safety equipment across all District buildings.
7. Develops, implements, and maintains a preventative maintenance program and asset inventory for facility systems and equipment.
8. Ensures all District facilities and grounds are maintained in a clean, safe, and professional condition consistent with the district’s public-facing image.
9. Oversees grounds maintenance and irrigation systems, including landscaping, mowing, pest/rodent control in compliance with EPA standards, and repair troubleshooting.

• Leads or coordinates facility-related capital projects, renovations, and space planning in partnership with the System Planning Superintendent and Operations leadership.
• Develops procedural manuals, safety protocols, and standard operating procedures for facility maintenance functions.
• Responds to and coordinates resolution of facility emergencies (HVAC failure, plumbing, storm damage, security/access issues) including after-hours response as needed.
• Ensures District facilities comply with applicable building codes, fire codes, ADA requirements, and other regulatory standards.
• Maintains facility-related records, warranties, service contracts, and maintenance logs.
• Other miscellaneous job-related duties as assigned.

EDUCATION AND EXPERIENCE

Associate's degree in Facilities Management, Business, Construction Management, or related field, plus four to six years of progressively responsible facilities/building maintenance experience, including two or more years of supervisory experience — or

Bachelor's degree in a related field plus two to four years of facilities maintenance experience, including supervisory experience — or

High school diploma or equivalent plus eight or more years of progressively responsible facilities maintenance experience, including demonstrated supervisory or lead experience, may be considered in lieu of a degree.

ESSENTIAL COMPETENCIES

1. Strong working knowledge of building systems (HVAC, electrical, plumbing) sufficient to evaluate contractor work, troubleshoot problems, and make sound repair-vs-replace decisions.
2. Demonstrated supervisory skill, including staff scheduling, performance evaluation, coaching, and conflict resolution.
3. Budget development and cost management experience, including reviewing vendor proposals and invoices.
4. Knowledge of applicable building, fire, and safety codes, and OSHA workplace safety standards.
5. Proficiency with personal computers, MS Office (Word, Excel, Outlook), and familiarity with computerized maintenance management systems (CMMS) or work-order software.
6. Strong written and verbal communication skills; ability to prepare reports, procedures, and vendor scopes of work.

TECHNICAL SKILLS REQUIRED

1. Must possess and maintain a valid Florida driver's license and a driving record satisfactory to the District and its insurers.
2. Skill in use of a personal computer and peripherals; ability to use accepted District software applications.
3. Demonstrated safe driving skills; knowledge of applicable safety standards for facilities and construction/maintenance work.
4. Ability to read and interpret basic building plans, equipment manuals, and vendor proposals/contracts.

OTHER FACTORS

1. Must be appropriately dressed in a clean and neat District-authorized uniform or business-casual attire during work hours, as applicable to duties.
2. Physical Effort: Requires occasional bending, stooping, climbing, and moderate lifting; must be capable of accessing all areas of District facilities, including rooftops, mechanical rooms, and elevated areas, to inspect work performed by staff or contractors.
3. Working Conditions and Hazards: Works both inside and outside; exposed to seasonal weather extremes when inspecting grounds and exterior work. May be required to respond to facility emergencies outside normal business hours.
