Public Assistance Technical Specialists (Reservist On Call)

Overview Disaster Recovery Public Assistance Technical Specialists – Reservist On‑Call are needed to support ICF’s Disaster Management Division. This U.S. based on‑call role requires travel to client offices, disaster recovery sites, and deployment to multi‑week assignments. Key Responsibilities Develop scopes of work, cost alignments and build project estimates. Evaluate facility damages, documentation and photographs to determine scope of service. Create damaged component inventory and detailed damage estimates. Apply cost estimation during project development and formulation. Apply program requirements, policies, procedures and protocols. Provide accurate repair cost information to support competitive estimates. Review FEMA project sub‑grant applications (project worksheets) for completeness and draft version requests. Support project team members with technical interpretations and assistance. Attend agency and applicant meetings to assess proposed recovery projects, discuss objectives and budgets. Consult on Hazard Mitigation, FEMA 428 Alternative Procedures and other Public Assistance rules. Use design, construction procedures, zoning, building codes and materials knowledge to create inventory and estimates. Address complex issues requiring evaluation of intangibles. Exercise independent judgment in methods, techniques and evaluation criteria. Coordinate resolution of project‑related issues and concerns. Optimize procedures and maintain communication and focus. Track each case in the project report management information system. Measure performance using key metrics. Keep management team informed of issues, problems and resolutions. Provide superior customer service, listening, facilitation and negotiation skills. Carry out timely and accurate duties as assigned. Travel as required to client recovery sites and ICF offices. Must Have Qualifications 3+ years of construction experience, including 3+ years in disaster recovery and grant monitoring at federal/state levels with emphasis on the FEMA Public Assistance program. 2+ years working knowledge of RS Means, Xactimate, FEMA Cost Estimate or comparable web‑based cost estimator software. 5+ years experience with FEMA Public Assistance programs, Hazard Mitigation 404, 406, alternate and improved project requirements. Willingness and ability to travel (flight and vehicle) on short notice for project work. Valid driver’s license and successful Motor Vehicle Records (MVR) check. Professional Skills Strong proficiency in Microsoft Office Suite and Excel. High attention to detail and accuracy in documentation and reporting. Strong organizational skills and ability to plan, prioritize and manage multiple tasks independently and collaboratively. Excellent written and oral communication, interpersonal and presentation skills. Excellent critical thinking skills and proactive decision‑making. Ability to work well under changing deadlines and priorities. Awareness of applicant backgrounds and community dynamics. Preferred Skills Bachelor’s degree in environmental, disaster management, construction, infrastructure, energy, finance or related area. Experience working with active disasters and CDBG‑DR, CDBG‑MIT, 406/404‑HMGP. Experience addressing strategic issues in disaster recovery operations with complex political and programmatic elements. Strong background in various construction types. Experience with FEMA Public Assistance policy and guidance technical issues in current law and regulations. Knowledge and skill in analytical and evaluative techniques to resolve grants administration issues. FEMA certifications. Compensation The hourly pay range for this on‑call position is $25‑$40 per hour, depending on qualifications, location and experience.
