Job Description

 

Gilead Sciences is currently seeking an experienced sourcing and contracting expert for the role of Senior Manager , supporting specialty laboratory services across Clinical Development. This role will focus on leading RFI/RFP activities, sourcing execution, vendor selection, and contracting support for biomarkers, bioanalytical, and companion diagnostic services, while providing category insights that help ensure quality, compliance, continuity of service, cost effectiveness, and fit-for-purpose scientific solutions across a diverse portfolio of trials and geographies.

The Senior Manager will partner with the Category Lead and cross-functional stakeholders to translate clinical, scientific, operational, and compliance requirements into executable sourcing strategies and contracting solutions. Key responsibilities include requirements intake, RFP development, vendor outreach, bid evaluation, bid defense coordination, vendor selection, budget and scope alignment, contract negotiation support, and change order management. This role requires strong sourcing discipline, contracting and budgeting expertise, vendor outsourcing experience, and the ability to navigate complex business tradeoffs in a matrix environment. The position operates with minimal direction, determines objectives for assignments, anticipates business, vendor, and regulatory changes, and solves unusual or highly complex problems that may lack precedent or structure.

Job Responsibilities

RFP, Sourcing & Contracting Execution (Top Priority)

• Lead end-to-end RFI/RFP activities, including requirements intake, RFP development, vendor outreach, bid evaluation, bid defense coordination, vendor selection, and award recommendations.
• Execute sourcing strategies at the program and study level by translating business, scientific, operational, and compliance requirements into clear vendor selection criteria and sourcing recommendations.
• Drive contracting execution for complex specialty laboratory services, including scope alignment, budget development, negotiation support, and change orders.

Category Input & Vendor Strategy Support

• Partner with the Category Lead to provide sourcing, contracting, and vendor market insights that support category strategy, preferred supplier models, and category refresh activities.
• Maintain awareness of specialty laboratory market capabilities, vendor positioning, rate structures, and service models to inform sourcing decisions and contracting strategies.
• Share sourcing outcomes, contracting insights, and stakeholder feedback to inform category strategy, supplier models, and future sourcing decisions.
• Contribute to category plans and governance forums by identifying sourcing trends, contracting risks, supplier constraints, and opportunities for process improvement.
• Ensure category management activities are grounded in practical sourcing execution, contract feasibility, vendor readiness, and study-level business needs.

Governance, Risk & Compliance

• Ensure compliant vendor selection and sourcing practices through risk management, benchmarking, and alignment with Legal, Quality, and Vendor Qualification.
• Ensure sourcing decisions and vendor deliverables comply with global regulatory and internal standards (e.g., clinical trial and diagnostic regulations).
• Support inspection readiness, quality control, and appropriate documentation practices.
• Interpret and recommend updates to policies and procedures as needed.

Stakeholder Partnership & Influence

• Partner with cross-functional stakeholders to develop study requirements, sourcing strategies, and vendor selection decisions.
• Influence adoption of category strategies, preferred vendors, and standard scopes/rate cards.
• Establish and maintain effective relationships across Clinical Operations, Legal, Quality, Regulatory, and vendor management functions.

Value Optimization & Continuous Improvement

• Drive cost containment and value through benchmarking, market intelligence, and use of standard rate cards.
• Identify and implement best practices across vendor selection, contracting, and category management.
• Deliver business value through effective sourcing strategies and contract structures.

Expertise, Decision-Making & Capability Building

• Serve as SME for complex sourcing, contracting, and vendor outsourcing issues.
• Exercise sound judgment in negotiations, escalations, and business tradeoffs.
• Train and guide internal stakeholders on contracting, budgeting, and processes as needed.

Basic Requirements:

• Finance / business / science / medical-related degree 
• MS/MBA or JD
• Project management certification (e.g., PMP)
• Certified Professional in Supply Management® (CPSM®) or equivalent

Preferred Experience:

• Demonstrated experience leading end-to-end RFI/RFP and sourcing processes, including requirements intake, RFP development, vendor engagement, bid evaluation, bid defense coordination, selection recommendations, and award support.
• Strong contracting and budgeting expertise, including scope development, rate card application, budget review, negotiation support, and change order management for complex clinical vendor services.
• Deep understanding of clinical development outsourcing, specialty laboratory services, biomarkers, bioanalytical testing, companion diagnostics, vendor qualification, and global regulatory and compliance expectations.
• Ability to translate business, scientific, operational, and compliance requirements into practical sourcing strategies, vendor selection criteria, contract structures, and risk-based recommendations.
• Experience supporting category strategy through sourcing execution, vendor market awareness, supplier capability assessment, contracting insights, and stakeholder feedback.
• Proven ability to manage multiple sourcing and contracting priorities, resolve complex or ambiguous issues, and drive timely decisions across cross-functional stakeholders in a matrixed environment.
• Strong stakeholder management, negotiation, project management, benchmarking, and analytical skills, with the ability to influence outcomes and support data-driven sourcing and contracting decisions.

The salary range for this position is:

Bay Area: $157,590.00 - $203,940.00.

 

Other US Locations: $143,225.00 - $185,350.00.

Gilead considers a variety of factors when determining base compensation, including experience, qualifications, and geographic location. These considerations mean actual compensation will vary. This position may also be eligible for a discretionary annual bonus, discretionary stock-based long-term incentives (eligibility may vary based on role), paid time off, and a benefits package.
