JOB SUMMARY:

Performs trainee duties collecting and organizing tangible personal property (TPP) data for valuation purposes in preparation of the ad valorem tax roll for the Hillsborough County Property Appraiser (HCPA).

Work is performed under limited supervision with moderate latitude in the use of initiative. Position relies on experience and exercises some independent judgement to determine the best approach by using and interpreting policies and procedures.

• Plans, organizes, and prepares daily work activities by reviewing TPP returns and acquiring property record cards and maps using the Computer Assisted Mass Appraisal System (CAMA)
• Conducts on-site inspections to locate, list, and value tangible personal property described by the property owner or TPP returns
• Verifies values are uniform and reflective of fair market value
• Determines value of taxable tangible personal property using information provided on tangible personal property returns; investigates incomplete or questionable returns
• Investigates inquiries and complaints concerning value; confers with property owners or their representatives to explain the method, procedures, and policies with respect to the value placed on tangible personal property
• Collects, updates, and inputs data from multiple sources into the computer system related to tangible personal property type, age, location, size, condition, use, purchase price, and market value
• Records information for property valuation on prescribed forms; compiles and reviews various reports
• Performs minor safety and operational checks on assigned vehicles
• Discusses, reviews, and responds to general assessment inquiries from the public
• Performs other related duties as required

MINIMUM QUALIFICATIONS:

To qualify for this position, an individual would have a combination of education, certification, training, and/or experience equivalent to what is described below.

High school diploma or GED and six (6) months experience appraising tangible personal property

In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully.

Special Qualifications (May be required depending on area of assignment):

• Valid Florida Driver’s License
• Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations
• Other knowledge, skills, abilities, and credentials required for a specific position

KNOWLEDGE, SKILLS, AND ABILITIES:

• Knowledge of appraisal practices and procedures related to property valuation
• Knowledge of office policies, practices, and procedures
• Knowledge of Florida Statutes and Department of Revenue rules related to tangible personal property appraisal
• Knowledge of general accounting and bookkeeping practices and procedures
• Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department and organization specific software and ability to learn and become proficient in the use of other specialized software as may be required
• Skill in using mathematics required for the work
• Ability to render judgments concerning the value of tangible personal property
• Ability to clearly communicate and understand information in English, both orally and in writing
• Ability to follow oral and written instructions
• Ability to use reasoning skills that minimize duplication of efforts, including but not limited to comparing, classifying, analyzing and coordinating
• Ability to establish and maintain effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds
