Contract Compliance Coordinator- Solid Waste

The Contract Compliance Coordinator for Solid Waste performs technical and administrative field work to monitor and enforce the city’s outsourced franchise agreements for residential and commercial solid waste, recycling, and yard waste collection. Operating primarily as a field inspector and consumer advocate, this hourly position ensures the private hauling vendor strictly adheres to contract performance standards. The role involves investigating escalated citizen complaints, logging route deficiencies, issuing service notices, and collecting field data to support the levying of contractual penalties. Field Inspection & Contract Monitoring Route Auditing: Conduct daily field inspections and random route monitoring of franchise hauling trucks to ensure timely collections, proper vehicle operation, and clean right-of-way conditions. Deficiency Documentation: Document service failures, such as missed streets, recurring property damage, fluid leaks, or uncollected bulk waste, utilizing digital photography and GPS-tagged logging software. Commercial Compliance: Inspect commercial property dumpsters and enclosure gates to verify compliance with city ordinances, service frequencies, and proper maintenance standards. Customer Service & Dispute Resolution Escalated Response: Serve as the primary point of contact for frontline customer service clerks and citizens to resolve complex or recurring sanitation complaints. On-Site Investigations: Visit residential properties to investigate disputed claims (e.g., verifying if a cart was placed out on time or checking for route access barriers) and interface directly with the private hauler’s dispatch team to coordinate immediate re-runs. Ordinance Enforcement: Issue educational warnings and official non-compliance notices to residents and businesses regarding improper waste separation, early cart placement, or illegal right-of-way dumping. Provides public education and outreach regarding proper disposal of solid waste and recyclable materials through printed materials, digital communication, and direct interaction. Data Administration & Fee Verification Penalty Tracking: Maintain precise logs of all unresolved vendor service failures to calculate weekly or monthly liquidated damages (fines) according to the franchise agreement matrix. Invoice Auditing: Review and verify the accuracy of the vendor's transactional data, tonnage reports, and tipping fee logs prior to submitting invoices to a supervisor for payment. Cart Inventory Management: Coordinate the delivery, exchange, or repair of recycling carts with the private vendor's inventory team. Emergency Operations / Hurricane Debris Storm Debris Monitoring: During activated emergency or hurricane conditions, transition to emergency operations to monitor and log debris collection volumes. Secures Right of Entry Agreements during emergency events. FEMA Documentation: Verify that private disaster-recovery haulers separate and process storm debris in strict compliance with federal guidelines, completing field load tickets to ensure maximum municipal reimbursement. Coordinates solid waste services for special events and City-wide cleanup initiatives. Prepare reports, maintain records, and provide administrative support to leadership as required. Attend all meetings as required. Maintain relevant certifications and stay updated on industry trends. All other duties as required. Additional Responsibilities This position is part of the City’s Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal weekly salary shall be outlined by the City Manager in the City’s Emergency Management Activation and Emergency Declaration. Failure to appear to perform emergency management assignment and to work assigned shifts as scheduled by the City’s Emergency Management Director or individuals designated by the City Manager to assign such functions will result in disciplinary action up to and including termination. Education and Experience Requirements A high school diploma or GED equivalent is required. Vocational training or college-level coursework in environmental science, public administration, or business is preferred. Minimum of two (2) to three (3) years of experience in code enforcement, route logistics, contract compliance monitoring, or a heavily operational customer service role—ideally within a public works or waste management environment. Certifications and Licenses Required A valid Florida driver's license is required. Contractual & Code Literacy: Ability to learn, interpret, and objectively apply the specific performance metrics detailed in municipal franchise contracts and local environmental ordinances. Field Autonomy & Navigation: Strong spatial geography and navigation skills to efficiently map out, track, and drive municipal routes daily. Conflict Resolution: Excellent communication skills to calmly handle frustrated citizens, deliver code enforcement notices politely, and maintain an assertive, professional relationship with private vendor crews. Technical/computer Proficiency: Competency using smartphone/tablet logging applications, GIS mapping software, customer relationship management (CRM) systems, and basic spreadsheets. Strong organizational, communication, and project management skills. Ability to work collaboratively across departments and with the public. Must communicate effectively verbally, electronically, and in writing. Ability to exercise sound independent judgment and discretion in resolving problems and/or conflicts. Must have experience establishing and maintaining effective working relationships and dealing tactfully and persuasively with internal and external customers, the public and vendors.
