The City of Kingman is seeking an experienced, highly skilled professional to perform a variety of routine and complex administrative, technical, and advanced community planning functions within the Development Services Department. Operating under the general supervision of the Director of Development Services, this role drives both current and long-range planning initiatives. Key responsibilities include managing intricate development cases, conducting extensive data research, and drafting long-range planning documents to guide the city's growth while ensuring strict adherence to municipal codes and land use policies.

Additionally, the position provides expert technical guidance to developers, architects, and the general public to facilitate compliance with zoning regulations. The ideal candidate will exercise strong judgment, initiative, and professional sensitivity in handling high-level projects. This role also carries supervisory responsibility, including providing technical oversight for Planners and Planning/Permit Technicians, as well as serving as operational backup for the Director when necessary.

Whether you are conducting demographic research, leveraging GIS mapping technology, or performing property site inspections, your focus is always on local compliance and creative, practical solutions. A natural leader and mentor, you are ready to manage intricate cases, facilitate community engagement, provide supportive technical direction to junior staff, and step in as operational backup for department leadership when needed.
What You'll Need To Be Successful In This Role
Education and experience:

  • A Bachelor's Degree in urban or regional planning, or related applicable field.
  • Ten (10) years (need not be continuous service) of professional experience in planning, building or economic development, or other related municipal and/or county experience with at least five (5) years within Arizona.
  • Preferred professional certification through the American Institute of Certified Planners (AICP).
  • Additional degrees or work experience in the fields of law, engineering or surveying, public relations, or other related fields.
  • Any equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.
SPECIAL REQUIREMENTS
  • Valid Arizona Driver's license or ability to obtain one prior to employment.
What You'll Do For The City Of Kingman
Development Review & Regulatory Compliance (35%): The core of this role focuses on evaluating and processing a wide variety of land use and development applications, including subdivisions, rezones, site plans, variances, and master-planned projects. The planner acts as a regulatory gatekeeper, reviewing proposals and community documents to ensure strict adherence to local laws, legal descriptions, zoning rules, and the City's strategic goals. This responsibility includes performing hands-on field evaluations and site inspections to verify real-world conditions against proposed plans, alongside managing permit tracking systems and fee collections.

Public Advisory, Stakeholder Relations & Support (25%): This category centers on public-facing communication and technical guidance. The planner serves as a primary point of contact for the community, providing expert assistance to architects, engineers, developers, contractors, property owners, and the general public regarding zoning rules and regulations. Beyond daily inquiries, the planner organizes and facilitates high-level public meetings and hearings, collaborating closely with external agencies, consultants, and developers to gather information, review project parameters, and build consensus on complex land use decisions.

Long-Range Planning, Research & Data Analysis (20%): Focusing on the big-picture growth of the municipality, this function involves coordinating, updating, and amending the City's General Plan and Land Use Plan. The planner conducts comprehensive studies by researching and collecting demographic data, census information, and community surveys. To support these planning initiatives, the position requires maintaining accurate planning records and leveraging advanced technology-specifically Geographic Information Systems (GIS)-for data mapping, spatial analysis, and ongoing zoning map verification.
Commission Reporting & Public Presentation (20%): This responsibility bridges technical planning work and civic governance. The planner drafts comprehensive staff reports, resolutions, informational briefs, and text amendments, often incorporating GIS mapping elements and visual charts. A critical requirement of this role is preparing and delivering formal presentations directly to the Planning and Zoning Commission, City Council, and Board of Adjustment during public meetings and hearings. Because these meetings occur outside standard business hours, a flexible schedule is required to accommodate early morning or evening sessions.
