Analyze and monitor grants and scholarships spending and trends to draw conclusions, recommend improvements, prepare forecasting projections, and produce fiscal reports.2. Serve as the finance liaison to the Division of Budget, conducting financial analysis including budget modifications, costing requests, and savings proposals. 3. Maintain databases on grants and scholarships expenditures.4. Performs ad hoc reporting and analysis as necessary. 5. Supervise subordinate staff. 6. Performs related duties as assigned. 7. Must have strong Microsoft Excel skills and experience in statistical analysis, particularly predictive modeling.8. Attention to detail and able to work independently and think critically. 9. Develop relationships with external entities for data collaboration and triangulation. 10. Perform a full range of supervisory duties, overseeing and supervising the work of at least one Data Analyst 1.11. Perform other duties as assigned. Minimum Qualifications : MINIMUM QUALIFICATIONS:Bachelor’s degree in data or computer science, informatics, economics, statistics, mathematics, or related field; and three years of experience in data visualization, and statistical models and data mining tools. A master’s degree in the above fields may substitute for one year of experience. A Ph.D. may substitute for two years of experience. PREFERRED QUALIFICATIONS:Strong quantitative skills, and experience utilizing analytic methods and tools such as Microsoft Excel, SAS and SQL (or R, Python)• Experience working with large datasets, confidential data, and relational databases.• Experience creating financial reports.• Knowledge of financial concepts, including budget forecasting and costing• Must be able to work well under pressure and adjust to changing deadlines/priorities and handle multiple tasks assigned. • Strong communication skills and ability to simplify difficult technical concepts.
