Budget Analyst

Budget Analyst This position will analyze financial information from multiple funding sources—unrestricted, restricted, and sponsored—for the purpose of providing financial strategy, direction, and support that results in recommendations to the Department Chair, Associate Dean, and related stakeholders in Maxwell professional degree programs, executive education, and non-credit programs. The role works with Public Administration & International Affairs, Policy Studies, Maxwell Online professional degree programs, Executive Education sponsored programs, and Maxwell in DC, requiring coordination, summarization, and budgetary expertise reflecting the nuances of different funding types and university policies. It is responsible for accurate and timely processing of financial transactions, including expenses, sponsored effort reporting, grants, and salary holding accounts, and may supervise part‑time workers and casual‑wage workers. Education and Experience Bachelor’s Degree and a minimum of three years of budget or financial analysis experience, preferably in higher education. Proficiency with Microsoft Office suite, especially Excel. Demonstrated experience with financial systems, PeopleSoft, and Hyperion Planning is preferred. Skills and Knowledge Experience with budget and financial analysis—including personnel, straight‑line, trend, and projection methods. Ability to work with multiple funding sources (unrestricted, restricted, sponsored) and understand the differences and associated policies. Strong attention to detail, high organizational skills, systems‑level thinking, and ability to clean and summarize large data sets. Excellent customer service skills and ability to build rapport with faculty, staff, and faculty from multiple units. Responsibilities Budget and Finance. Partner with the Associate Dean/Department Chair to determine financial strategies with stakeholders including Public Administration & International Affairs, Maxwell Online, Executive Education, and Maxwell in DC. Manage fiscal information, files and records, monitor spending against unrestricted, restricted, and sponsored accounts, monitor new faculty startup funds, resolve issues discovered during monthly reviews and account reconciliations, monitor scholarship credits, financial aid awards, and graduate assistant awards, and prepare reports such as salary and sponsored funding year‑end estimates and projections. Administration. Process and approve expense transactions, payroll processing and reallocations, terminations of student employees, assist with part‑time instructor hiring and contracts/honoraria for Maxwell online programs and executive education non‑tuition programs, coordinate with the Director of Graduate Studies on graduate assistantships, coordinate with the Assistant Director of Internships on stipends and awards, coordinate with the Associate Director of Student Services and the Dean’s Office on financial aid and graduate awards, liaise with Executive Education on sponsored program requirements, interpret agency and university policies, independently authorize and manage the sponsored programs portfolio, prepare course buy‑outs for faculty outside research centers, calculate salary distribution impact on internal and external funding, and prepare effort reporting steps. Supervision. Supervise student employees and casual, temporary workers. Oversee tasks and processes completed by other staff and carry out other duties and ad‑hoc projects as assigned.
