Duties: The incumbent performs complex engineering geologist assignments associated with waste management units including landfills, land treatment units, surface impoundments, and compost facilities. Working Conditions Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026. Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. E mployees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales. In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Possession of a California Professional Geologist (PG) and/or Certified Engineering Geologist (CEG) license preferred. Knowledge and experience in evaluating geologic and hydrogeologic reports related to groundwater and surface water quality monitoring programs for waste management units. Understanding of state and federal regulations governing the protection of water quality, public health, and the environment, particularly Title 27, Division 2 of the California Code of Regulations and Title 40, Part 258 of the Code of Federal Regulations. Experience in developing, implementing, and ensuring compliance with Waste Discharge Requirements and related regulatory programs. Knowledge and practical experience in applying statistical methods to evaluate and interpret environmental and water quality data. Knowledge and experience in evaluating slope stability and geotechnical conditions, including the use and interpretation of slope stability models and related software applications. Experience with database management, data analysis, and data visualization tools used to support regulatory decision-making and environmental program management. Demonstrated ability to work independently and collaboratively with multidisciplinary teams of geologists, engineers, scientists, and other professions; effectively manage competing priorities; organize and coordinate complex projects; meet deadlines; and consistently follow through on commitments. Ability to establish and maintain effective working relationships with a broad range of agency representatives, regulated entities, consultants, community members, and other internal and external stakeholders. Self-motivated, diligent, resourceful, and committed to continuous learning, professional growth, and advancing environmental protection and public policy objectives.
