Senior Health Care Fiscal Analyst

Duties Description OPWDD's Division of Fiscal Policy & Management's Bureau of Cost and Revenue Solutions (CARS) is responsible for a variety of interrelated functions. One primary function includes compiling OPWDD's annual $6B consolidated fiscal report (CFR) for services provided in state-operated institutional and community-based programs which includes the facilitation of an annual certification of the CFR by an independent CPA firm. CARS also maintains OPWDD's Cost Allocation Plan (CAP) to support reimbursement of costs associated with administering OPWDD's service delivery system of both state-operated and over 450 voluntary not-for-profit service providers. The revenues generated by these sources directly finance OPWDD operations. Joining the CARS team will allow the candidate to further develop communication, analytic, and interpersonal skills. In addition, working in CARS will also provide a foundation for understanding OPWDD's complex operational environment. Work independently and with a team to ensure the completion of the CFR/CAP. Organize, prioritize, and plan workload demands to ensure task/project completion within established deadlines. Communicate clear inquiries/responses/guidance to stakeholders including senior management. Extract, analyze, and/or maintain data from various OPWDD/New York State applications. Applications may include: Tracking and Billing System (TABS), ad hoc databases, timekeeping systems, PayServ, New York Statewide Financial System (SFS), etc. Effective use of data analytic software/practices to create accurate and reliable analysis and deliverables. Enhance working knowledge of basic accounting principles and cost allocation practices to ensure procedures meet CFR/CAP reporting requirements. Assist in the facilitation of OPWDD's annual statewide CFR audit engagement conducted by an independent certified public accounting firm. Willingness to take on new challenges, develop creative solutions, and provide recommendations to enhance overall operations.
