Responsibilities

Position Overview

REI Systems is seeking a Business Analyst to support our Department of Homeland Security (DHS) ODOS program . The Business Analyst will work closely with government stakeholders, product owners, software engineers, QA professionals, and other members of the Agile delivery team to understand business needs, translate requirements into actionable user stories, and support the delivery and modernization of mission-critical applications.

The ideal candidate has experience supporting federal technology programs , working within Agile software development teams, and translating complex business and operational requirements into clear functional requirements for technical teams.

Responsibilities

• Partner with DHS stakeholders, product owners, and technical teams to gather, analyze, document, and validate business and functional requirements.
• Translate business needs into user stories, acceptance criteria, process flows, use cases, and functional requirements .
• Facilitate requirements-gathering sessions, stakeholder interviews, working sessions, and backlog refinement activities.
• Work closely with Java/React software development and QA teams throughout the software development lifecycle.
• Support product owners with backlog development, prioritization, refinement, and sprint planning.
• Analyze existing business processes and applications and identify opportunities for process improvement and modernization.
• Document current-state and future-state workflows, business rules, system interactions, and functional dependencies.
• Serve as a liaison between business stakeholders and technical delivery teams to ensure requirements are clearly understood and implemented.
• Participate in Agile ceremonies including sprint planning, daily stand-ups, backlog refinement, sprint reviews, and retrospectives.
• Assist QA teams in understanding business requirements and developing appropriate acceptance criteria and test scenarios.
• Support user acceptance testing (UAT), defect resolution, release readiness, and production implementation activities.
• Maintain requirements traceability and ensure delivered functionality aligns with approved business needs.
• Communicate project risks, dependencies, issues, and requirement changes to appropriate stakeholders.

Qualifications

Required Qualifications  

• Bachelor’s degree in Business, Information Technology, Computer Science, or related field, or equivalent professional experience. 

• 3-6 years of experience working as a Business Analyst, Systems Analyst, Product Analyst, or similar role supporting software development or application modernization. 

• Experience gathering and documenting business and functional requirements. 

• Experience developing user stories and acceptance criteria in an Agile environment. 

• Understanding of the software development lifecycle (SDLC) and Agile/Scrum methodologies. 

• Experience collaborating with software developers, QA engineers, product owners, and government/business stakeholders. 

• Experience with requirements and work-management tools such as Jira and Confluence or similar platforms. 

• Strong analytical, documentation, communication, and stakeholder-management skills. 

• Ability to work effectively in a collaborative federal contracting environment. 

• Ability to meet DHS suitability and contract requirements. 

Preferred Qualifications  

• Previous experience supporting DHS or another federal civilian agency . 

• Experience supporting federal application modernization or digital transformation programs. 

• Familiarity with web applications built using technologies such as Java, Spring Boot, React, REST APIs, and relational databases . 

• Experience supporting UAT, test planning, or software release activities. 

• Familiarity with DevSecOps and CI/CD environments. 

Education:  Bachelor’s degree in computer science or a related field.

Clearance: Candidate must be a US Citizen to support this federal project and able to obtain and maintain a Clearance.

Location:  Hybrid (2 Day per week in our Sterling, VA HQ)
