Qualifications PA Instructional Certificate – Elementary and Secondary School Counselor (PK-12) Out-of-state educators and anyone seeking an emergency certificate should review the guidelines set by the PA Department of Education. Pennsylvania Certification information is available at: BA and Master’s degree required in appropriate major study Knowledge of content in certification area Classroom/group management skills Ability to use instructional materials and equipment Knowledge of child growth and development Instructional skills Planning skills Human Relations skills Strong communication and motivational skills. Ability to effectively communicate with, instruct, and work with students, staff and parents. Job Goal To participate, as a member of the instructional staff, in directing the learning of elementary students. Such participation shall be directed toward attainment of general and specific objectives of the curricula of the school, and of the school district. Major Function To provide individual and group counseling to assure that students will gain the optimum from the educational program To help implement group testing program (K-5) To support students, staff and parents of students so that each student can meet their educational goals. To support students in course selections and to roster students following Upper Darby guidelines.
