Bridge Load Rating Engineer

Job Description and Duties

Under the general direction of a Branch Chief, a Senior Bridge Engineer, the incumbent receives general direction, consisting of assignments, review of work progress and project supervision for assuring conformance with policies and applicable design and analysis specifications.

The incumbent is required to perform structural analysis to determine load ratings for all types of bridge structures that exist in the California State and Local Agency bridge inventory. The primary purpose of analysis/load ratings is to determine the safe load capacity for legal and extra-legal vehicles and construction loads.

It is highly desirable that the incumbent possesses and maintains a California Driver's License, and an Engineer In Training (EIT) Certificate or California Professional Engineering License (Civil).

The Caltrans Transportation Engineer (Civil) Rotation Program is a mandatory 24 month to 33 months rotation assignment for all permanent, full-time Transportation Engineer (Civil) employees that have completed their probationary period hired by Caltrans Districts after June 22, 2018, or an earlier date as determined by the Districts. The purpose of Rotation Program is to provide opportunities for employees and Caltrans to benefit by participating in a standardized process that systematically engages newly hired engineers. Participants will develop well-rounded project delivery knowledge, skills, and abilities by rotating through diverse project delivery functional units. The Rotation Program includes mandatory core assignments in Design and Construction units, as well as a mandatory elective assignment. Each rotation assignment is typically between 6 to 12 months and will be based on workload needs and the employee’s goals. Assignments may involve long term travel and can be located throughout the state.

In addition to the Caltrans Transportation Engineer (Civil) Rotation Program, an incumbent may be required to go on loan to another project delivery function when there are temporary or peak staffing needs in those areas.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Special Requirements

• Appointment to Range D requires a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers.  For all other ranges, a PE license is not required.  

A Statement of Qualifications (SOQ) is required and must be submitted along with your State application. The SOQ is a discussion of how an applicant’s education and experience meet the evaluation criteria below and qualify them for the position. The SOQ serves as documentati on of each applicant's ability to present information clearly and concisely in writing. You must include specific examples, including the length of time of each statement of experience, addressing each evaluation criteria listed below. The SOQ must not exceed two (2) pages in length and be written in no less than 12-point font. Each evaluation criteria must be addressed separately and in order. Please number and repeat each criterion and provide full answers under each criterion.

Resumes, letters, and other materials will not be considered as your response to the SOQ. The SOQ will be utilized as screening criteria for the hiring interview only and will not be used for the purposes of examination.

1) Demonstrated knowledge of structural analysis.

2) Demonstrated understanding of bridge load rating.

3) Demonstrated knowledge of computer software experience including programming skills, spreadsheet macro development, database development.

4) Demonstrated knowledge of the principles and procedures related to bridge design, construction, and maintenance.

5) Demonstrated experience creating and presenting engineering related topics.
