Training Specialist

Summary This Training Specialist position is within the Chief of Staff Service at the VA Bedford Healthcare System located in Bedford - Massachusetts. It is permanent and full-time at 40 hours per week. Qualifications To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 10/16/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 Minimum Qualifications Requirement: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service - that is directly related to the work of the position and has equipped you with the particular knowledge - skills and abilities to successfully perform the duties as a GS-09. Qualifying specialized experience includes: independently analyzing training needs; developing or modifying training materials and processes; evaluating training program effectiveness; coordinating accreditation requirements; administering training budgets; preparing analytical reports; applying regulatory guidelines; managing trainee onboarding and tracking systems; and serving as a liaison with academic affiliates and internal leadership - using established instructional methods and analytical techniques. ~OR~ Education: Successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D. - in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge - skills - and abilities necessary to do the work of this position. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. For more information on these qualification standards - please visit the United States Office of Personnel Management's website at Duties This position shares administrative and evaluative work with the Designated Education Officer (DEO) to assist a full spectrum of trainees and associated employees - upper-level VA Bedford Healthcare System management - affiliate schools - and affiliate hospitals to provide Student trainees - Associated Health trainee positions - and Nursing trainees to the programs at the facility Duties include - but are not limited to: Analyzes and synthesizes data from diverse data systems/sources to cross check - validate and present accurate and relevant information Troubleshoots individual problems - analyzes systems issues - to develop and present solutions for program and system efficiency Utilizes qualitative and/or quantitative data mining methods for the assessment and improvement of business processes Analyzes on and off boarding process for efficacy and efficiency Recommends - implements - and leads process improvements for effective organizational process changes and office operations Develops briefings - reports and capacity studies that contribute to strategic planning for program growth Enacts process changes by implementing SOPs - developing and administering training programs - and advising on department regulations Provides complex coordination across clinical and administrative service lines for process improvements to the on and off boarding processes of new healthcare professionals Ensures timely completion of multiple - complex processes and activities to prevent inefficiencies or delays in patient care - clinic productivity - and educational opportunities Uses information management and analysis software - including spreadsheets - online portals - other data - graphics - presentations - and flowcharting software Maintains various databases information pertaining to healthcare professionals and their trainings - security background - academic programs - authorization and licensure Works with multiple software platforms and applications that are complicated and require updates and upgrades on a regular basis Prepares data and information for executive-level briefings - reports - and other documents used for official reporting Establishes and maintains collegial working relationships with key academic and accreditation organizations Researches - develops - and communicates with stakeholder to implement policies - procedures - and institutional controls Exercises initiative - collaborates across an interprofessional team of personnel - and prioritizes complex and completing priorities Maintains ongoing communications with academic affiliates and program leaders to promote academic mission Establishes/maintains affiliation agreements - and communicate priorities and program requirements Work Schedule: Full-Time - 7:30am-4:00pm Compressed/Flexible: Not Available Telework: This position may be authorized for Ad-hoc telework Telework eligibility will be discussed during the interview process Virtual: This is not a virtual position Position Description/PD#: Training Specialist/PD032080 Relocation/Recruitment Incentives: Not Authorized Critical Skills Incentive (CSI): Not Approved Permanent Change of Station (PCS): Not Authorized PCS Appraised Value Offer (AVO): Not Approved Notifications: Veterans' preference does not apply for internal or other current permanent Federal agency employees Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) or (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment Current and former Federal employees must submit copies of their most recent SF-50 - (Notice of Personnel Action) The SF-50 must identify the position title - series - grade - step - tenure and type of service (Competitive or Excepted) In some cases - more than one SF-50 may be required to show a higher grade previously held This position is covered by locality-based comparability pay. #J-18808-Ljbffr U.S. Department of Veterans Affairs
