Business Analyst 3 (BA3) – DHS (7+ Years Experience, IIBA-Certified)📅 Job Type: Contract💼 Experience Level: Senior🏢 Client: Pennsylvania Department of Human Services (DHS)Position Overview:The Pennsylvania Department of Human Services (DHS) is seeking an experienced Business Analyst (BA3) to serve as a liaison between stakeholders and technical teams. The ideal candidate will have strong experience in formal requirements gathering, business process modeling, and the development of functional and non-functional requirements across complex enterprise systems. Required Skills & Experience: ✅ 7+ years experience using formal requirements gathering methodologies✅ 7+ years experience developing Requirements Traceability Matrices (RTM)✅ 7+ years experience developing:Business Requirements (e.g., Project Initiation Documents)Functional RequirementsNon-functional / Quality-of-Service RequirementsUser/Stakeholder Requirements Report Specifications ✅ Strong experience creating workflows using Business Process Modeling Notation (BPMN)✅ Experience conducting facilitated workshops for requirements analysis✅ Proven ability to develop graphic representations of complex business processes✅ Excellent organizational and writing skills Highly Desired:-🎓 Bachelor's degree or equivalent experience (4 years minimum)📜 IIBA Certification (e.g., ECBA, CCBA, CBAP) Role Responsibilities:-Act as a liaison among stakeholders to understand business structure, policies, and operationsRecommend solutions that align with organizational goals and customer needsDevelop and document:Business, functional, user, and non-functional requirementsRequirements Traceability Matrix to track requirement lifecycleReport Specifications including layout, runtime parameters, and business justificationSupport the design, development, and testing process through clear and accurate documentationParticipate in testing strategy by helping define test cases based on documented requirementsEnsure stakeholder needs are translated into system functionality and technical solutionsWork with multiple departments to define and model complex workflows and systems
