Construction Manager

Salary Salary range is $81K to $180K with a midpoint of $129K. Total compensation includes project-based premiums that reflect project complexity, political sensitivity, size, and strategic importance. New hires typically receive between the minimum and midpoint of the base range, however, we may go higher based on experience, internal equity, and market. Benefits Health benefits: two choices of medical plans, a dental plan, and a vision plan all at no cost for employee coverage; comprehensive benefits for employees and eligible dependents, including a spouse or domestic partner. Long‑term disability and life insurance. Employee assistance program. Retirement plans: 401(a) – 10% of employee contribution with a 12% match by Sound Transit; 457(b) – up to IRS maximum (employee only contribution). Paid time off: 25 days annually with increases at 4, 8, and 12 years of service. Directors and above accrue additional days. 12 paid holidays, up to 2 paid floating holidays, and up to 2 paid volunteer days per year. Parental leave: 12 weeks for new parents. Pet insurance. ORCA card: full‑time employees receive an ORCA card at no cost. Tuition reimbursement: up to $5,000 annually for approved tuition expenses. General Purpose Under general direction, manages, supervises, and coordinates the activities and operations of assigned construction, construction management consultant, and other professional services contracts and third‑party agreements of assigned Sound Transit projects. Supports and participates in project development processes, including alternatives development and evaluation; prepares and assembles contract documents for solicitation; assists with solicitation processes; delivers assignments within scope, schedule, and budget; reports project status including safety, quality, cost, and schedule; identifies and resolves contract and construction issues; oversees quality and safety of work; coordinates project activities with others; and provides general technical support to the overall Construction Management team. Essential Functions Leads, coordinates, schedules, assigns, and inspects the work activities of assigned staff, consultants, and contractors. Operates from a central office or field office and makes frequent site visits to observe site conditions, safety, security, construction activities, and incident response. Manages, supervises, and coordinates assigned construction and construction management consultant contracts; budgets for assigned contracts; monitors cost and cash flow; administers contingency funds; and ensures each contract is completed within scope, schedule, and budget. Provides input and assists in the management of project development tasks, including environmental processes, real‑estate acquisition, site investigations, third‑party agreements, and permits. Reviews and comments on constructability and bidability of all construction documents, plans and specifications, technical memoranda, design/construction plans, and other project materials. Identifies conflicts, errors, and missing information. Oversees assembly of construction contract documents and ensures they are clear, complete, comprehensive, and well coordinated. Reviews submittals, requests for information, and field clarifications; verifies quality control to ensure compliance with contract documents and applicable codes, laws, rules, regulations, and agency policies. Ensures appropriate routing and approvals of contractor‑submitted materials. Reviews work sequences, interfaces, and schedule durations to identify potential conflicts; ensures work is efficiently planned and executed; suggests ways to expedite work to meet schedule; tracks schedule delays and reasons. Reviews pay applications, change orders, and provisional sum allocations for completeness, accuracy, and adherence to contract requirements; works with project staff to issue clarifications; negotiates change order costs; obtains independent cost estimates; prepares and reviews change orders and correspondence to contractors. Ensures contractor and consultant compliance with Sound Transit health, safety, and security management programs; develops and implements project‑specific safety and security plans in accordance with code and contract requirements; establishes effective measures to manage construction health, safety, and security risks. Ensures contractor compliance with technical plans and specifications; reviews documentation and files for accuracy, including daily reports and construction logs; oversees the design‑and‑construction consultant and ensures implementation of the project Quality Management Plans; verifies special inspections and tests. Works with contractors and consultants to expedite problem solving and avoid delays; resolves sensitive and controversial issues at the lowest level. Attends and participates in professional associations; maintains awareness of new trends; incorporates new developments; ensures consistent application of policies and procedures; ensures compliance with relevant laws, codes, and agency policies. Assists program consultants and contractors with administration and implementation of projects related to contracts and program phases such as design, permitting, procurement, and construction. Assists in developing the assigned program's or project’s annual budget; forecasts required funding; reviews and approves expenditures; implements adjustments. Provides support to the Construction Management Division on matters as directed; participates in committees; prepares and presents staff reports; attends professional groups; incorporates new developments; ensures consistent application of policies and procedures; ensures compliance with relevant laws and agency policies. Minimum Qualifications Education and experience: Bachelor’s degree in Architecture, Civil Engineering, Construction Management, or a closely related field. Five years of experience in construction supervision, construction contract administration, or engineering project management—preferably in heavy civil, transit, buildings, structural, or underground construction; or an equivalent combination of education and experience. Experience in public works construction and alternative project delivery methods is desired. Required Licenses or Certifications Valid state driver’s license. The role involves inspections on active construction sites outside current transit service areas; driving an agency vehicle may be required at any time. Preferred Licenses or Certifications Professional Engineer or Architect license issued by the State of Washington. Certified Construction Manager issued by the Construction Management Certification Institute. Project Management Professional certification by the Project Management Institute. Required Knowledge and Skills Principles and practice of engineering, project management, and construction management. Familiarity with construction materials, equipment, methods, safety, temporary structures, and associated risks. Methods for developing, analyzing, and managing complex construction schedules. General knowledge of federal, state, and local laws, codes, and regulations related to engineering and construction of civil works and buildings. Risk assessment and management. Cost management principles, including expenditure tracking and variance identification. Understanding of contract and procurement strategies and related laws. Ability to work under pressure, meet deadlines, and adapt to changing priorities. Effective oral and written communication. Oversight and management of a construction program that may include one or several related projects of significant size and complexity. Negotiating and administering construction and engineering services contracts and third‑party agreements. Applying advanced project management techniques and principles. Leading and delegating daily tasks; communicating; providing feedback and direction to staff. Establishing and maintaining effective relationships with department staff, vendors, outside agencies, community groups, and the public. Interpreting and administering regulations, policies, and procedures. Preparing, reviewing, and administering large project budgets. Business communication and report preparation. Interpretation of contract documents, risk allocation, and content strategy. Conceptualizing, influencing, developing, and administering goals, objectives, guidelines, policies, and procedures. Critical and strategic problem solving and analysis of complex data and reports. Principles of supervision, training, and performance evaluation. Basic office administrative skills and use of computers, MS Office, and scheduling/contract management programs. Physical Demands / Work Environment Work is performed in a hybrid field, shop, warehouse, and office environment. Position requires visiting, inspecting, and working on active construction sites; may involve bending, climbing, eye/hand coordination, grasping, hearing, pushing, pulling, reaching, sitting, standing, talking, walking, seeing, carrying, and lifting objects up to 25 pounds. Field visits may expose the employee to dangerous machinery, extreme weather, physical harm, and extreme noise. Position includes on‑call and occasional weekend/night shifts to address project responses and safety situations.
