Data Governance Analyst

Job Summary:

The Data Governance Analyst will support the implementation and management of the Enterprise Data Governance Program within DBHDS. This role collaborates with various stakeholders to establish trusted and governed enterprise data across AWS and Snowflake platforms, ensuring data quality, lineage, and compliance for operational and analytical purposes. Responsibilities:

• Support implementation and rollout of the Enterprise Data Governance Program.
• Facilitate governance workshops with business and technical stakeholders.
• Develop and maintain the Enterprise Business Glossary, metadata, and data dictionaries.
• Define Critical Data Elements (CDEs) and business data quality rules.
• Perform data profiling, reconciliation, and validation across enterprise sources.
• Document business and technical data lineage across Bronze, Silver, Gold, ODS, and ADS layers.
• Support governance of datasets ingested via AWS and published to Snowflake.
• Produce governance dashboards, metrics, and executive-level reports.
• Support onboarding of new applications into the governance program.
• Assist with data classification, retention, and Information Lifecycle Management (ILM).

Required Skills & Certifications:

• 10+ years in Data Governance, Data Management, Data Quality, or Business Analysis.
• 10+ years experience with Data Analysis, Data Lineage/Cataloging, and Data Policy/Procedure creation.
• 10+ years proficiency in SQL and Data Warehousing.
• 10+ years experience with Requirements Elicitation.
• 7+ years experience with relational databases such as SQL Server, Oracle, and Snowflake.
• Proven experience implementing enterprise Data Governance programs.
• Experience documenting metadata, business glossaries, and Critical Data Elements.
• Strong written and verbal communication skills.

Preferred Skills & Certifications:

• Hands-on experience with AWS services including S3, Glue, Glue Data Catalog, and Lake Formation.
• Experience with Snowflake, Python, Power BI, and SharePoint.
• Background in healthcare, behavioral health, Medicaid, or Virginia state government.
• Knowledge of Data Stewardship, Master Data Management, Data Catalogs, Data Classification, and AI-ready Data Governance.
• Data Governance or Data Management credentials.

Special Considerations:

• Work location is hybrid in Richmond, Virginia, requiring onsite presence two days per week.
• Role supports sensitive data environments requiring adherence to data classification and retention policies.

Scheduling:

• 12-month contract duration.
• Initial interview conducted virtually via webcam; follow-up interviews may be in-person.
