Quality Control (QC) Manager is primarily a field position acting as a field Quality Control Manager or Site Quality Control Representative on Federal Government agency and other construction projects. The individual will provide the knowledge, skills, and experience to define, inspect, and document the daily work associated with ongoing construction projects to ensure that the work is being constructed in accordance with the established minimum standards and scope of work for the project. The QC Manager’s role is to provide overall management of Construction Quality Control (CQC) and have the authority to act in all CQC matters. The QC Manager must support the Corporate QC Program Manager, Project Manager, and others who are focused on the broader aspects of the project by providing focused effort on Quality of the physical work. In the field, the QC Manager reports directly to the Director of Construction or his/her designee to assure a conflict of interest does not occur among the productivity, schedule, and the quality objectives of the project. The salary range for this position is $110,000-$135,000 annually. This position qualifies as a Telecommute position when not on project sites. Essential Duties and Responsibilities Include: Working closely with the Project Manager, Superintendent, Site Health & Safety Officer, and other project personnel to be a resource that readily understands the quality requirements for each definable feature of work. Effectively communicates the standards of care required for each definable feature of work to the various team members on the project using preparatory, initial, follow-up, and other less formal meetings. Works in coordination with others on the project team including construction, engineering, and architectural design personnel to ensure all drawings and submittals are in conformance with project specifications and change directives. Chairs and documents weekly site QC meetings including the field team and client and provides written minutes, as described in project specific contract documents. Provides written daily QC reports that document all work performed with inspections to ensure work is being performed in compliance with project specifications. Must actively monitor and verify QC conformance and constructively confront non-conformance issues to produce the desired outcome in a timely manner. Verifies that checklists are being used and signed off prior to the placement of concrete, steel, and other similar items of work. Verifies and documents that all materials received for the project are in conformance with the approved submittal, are handled and stored appropriately, and are acceptable for use in the project. Schedule, document the results of, and maintain a log of all code and independent inspections that are required. Clearly document, correct, and re-inspect all non-conformances prior to acceptance of re-work items. Conduct daily inspections and periodically document the inspection process via follow up reports for specific definable features of work to verify that work is proceeding with the contract documents and the approved submittals. (Desired results come from what is inspected, not what is expected.) Coordinate and document the testing and commissioning of building systems. Document and distribute pre-punch lists, punch lists, and the completion of these actions on these lists. Document final inspections, certificates of occupancy and acceptance of the work and various phases thereof. Maintain the project “as-built” drawings on a daily basis. Stop work, if necessary, to resolve matters that affect safety, quality, and/or inhibit the logical progress of work. Participate in regularly held meetings involving project staff and external stake holders, such as Owners, Subcontractors, etc. Document all completed work, reports, test logs, etc. into RMS project management system. Coordinate with project team on weekly and monthly schedule updates. Other duties as assigned. Supervision None Minimum Qualifications Bachelor of Science degree in Engineering, Architecture, Science, or Construction Management. Experience may substitute for education on a 1:1 basis. Ten (10) years of relevant construction experience as a QC Manager. Current USACE CQM Certificate. Proficiency in Microsoft Office software (Outlook, Word, Excel). Demonstrated understanding of project schedules in both Microsoft Project and Primavera P6. Must have RMS project management documentation experience. Demonstrated understanding of construction means and methods associated with government, commercial and institutional buildings, mechanical systems, and site work related thereto. Working knowledge of civil, architectural, mechanical, and electrical work. Valid driver’s license and clean driving record. Have currently or be able to obtain OSHA 30-hour training, 1st Aid/CPR Certification within 30 days of hire. Must be able to pass background checks for military base access. Preferred Qualifications Fifteen (15) or more years of relevant construction experience as a QC Manager. Professional licensure in a related discipline. Knowledge and experience with Alaska Native cultures. Physical Demands Frequent lifting, sitting, standing, stooping for prolonged periods of time, using hands/fingers requiring dexterity, should have good hand-eye coordination and motion control in coordination with handling tools, equipment, and other related components. Reaching with hands and arms for items above and below sight level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth, color perception, and the ability to adjust focus); walking from place to place within the project location with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 8 hours. Frequent lifting of up to 50 pounds such as small electrical components, equipment, and other materials. This job operates in a professional field office environment. This role routinely uses standard equipment such as computers, cell phones, internet hot spot receivers, and photocopiers.
