Food Safety Manager

Bafang Dumpling is one of Asia leading restaurant brands with more than 1,000 locations worldwide. As part of our U.S. expansion, we are building a state-of-the-art food manufacturing facility in Texas. We are seeking an experienced Food Safety & Regulatory Compliance Manager to establish and lead our food safety and regulatory systems as we prepare for USDA FSIS certification and future nationwide expansion. Position Summary The Food Safety & Regulatory Compliance Manager will lead the development, implementation, and continuous improvement of the company& Food Safety Management System (FSMS). This role is responsible for compliance with USDA FSIS, FDA FSMA, Texas DSHS, HACCP, GMP, SSOP, Food Defense, Food Recall, Traceability, and Environmental Monitoring requirements. Lead regulatory compliance programs for USDA FSIS, FDA, and Texas DSHS. Prepare the facility for USDA FSIS Grant of Inspection. Develop and maintain HACCP, Food Safety Plan, GMP, SSOP, EMP, Listeria Control, Allergen Control, Recall, Traceability, Supplier Approval, Food Defense, and Food Fraud Prevention programs. Oversee raw material inspections, in-process quality control, finished product verification, CAPA, and non-conforming product management. Lead USDA, FDA, Texas DSHS, third-party, and customer audits. Maintain audit-ready documentation and regulatory records. Train employees on GMP, HACCP, Food Safety, Sanitation, Food Defense, and Regulatory Compliance. Collaborate with Production, Operations, Warehouse, Procurement, Maintenance, Engineering, and Supply Chain. Minimum Qualifications Bachelors degree in Food Science, Food Technology, Food Engineering, Microbiology, Nutrition, or related field. Minimum 5 years of food manufacturing QA/Food Safety experience. Minimum 3 years in a supervisory or management role. Strong knowledge of HACCP, FDA FSMA, and food manufacturing regulations. Excellent English communication and chinese skills. Preferred Qualifications USDA FSIS experience. Meat processing or frozen food manufacturing experience. Ready-to-Eat (RTE) food manufacturing experience. SQF, BRCGS, or FSSC 22000 experience.
