Onshore Subsea Support Equipment Module Construction Lead

CONTEXT & ENVIRONMENT

The Project FID was taken in July 2019, suspended under Force Majeure in Q2 2021, and is currently resuming in Q4 2025, targeting gas production by mid-2029. In terms of CAPEX, MzLNG is one of the most important projects operated by TotalEnergies and is currently the biggest private investment in Africa.

JOB SUMMARY

The job holder will be part of the CPI (Company Provided Items) Team and will report to the MzLNG Onshore Subsea Support Equipment (OSSE) Package Lead. They will represent TotalEnergies and the MzLNG project in Houston and Ingleside (Texas, USA) across various working locations, including contractor offices, workshops, and construction yards.

They will ensure the effective on-site execution of construction plans and the overall management of the construction process, with a strong focus on safety, quality, cost, and schedule to achieve successful project delivery.

The successful candidate will be responsible for monitoring the fabrication, assembly, module integration, and testing activities carried out by W-Industries for the delivery of the Onshore Subsea Support Equipment Modules. They will ensure these activities are completed in accordance with Project and Company standards and will confirm the mechanical completion of all items within their scope.

The job holder is accountable for complying with Company and Project HSE rules and ensuring these are applied throughout their area of responsibility.

They will ensure all engineering, procurement, construction, and testing activities undertaken by W-Industries are completed on time and to the required level of quality before final delivery.

Working within a highly experienced Oil & Gas project team, the Construction Lead will coordinate one QA/QC Inspector.

The role also involves monitoring construction progress and iFAT activities on site, ensuring appropriate planning and reporting processes are maintained by the contractor. Regular progress updates will be issued with support from the permanent QA/QC Inspector. The focus will remain on delivering a safe, high-quality project that meets or exceeds Company expectations for cost, schedule, and quality.

Working closely with the Package Lead, the Construction Lead will also support the review of contractor Change Order Proposals, paying particular attention to execution plans and interfaces with other ongoing project activities.

The role requires strong cross-functional collaboration with package leaders and the quality team to develop technical solutions that satisfy project requirements.

HSE CAPABILITIES

• Demonstrate, champion, and promote Safety Leadership.
• Take functional responsibility for the health and safety of personnel working in construction and completions roles, as well as all personnel working on construction and completions worksites.
• Ensure Company Construction Management personnel are appropriately trained to implement HSE Plans and associated Company policies and procedures.
• Monitor HSE performance in the field and participate in site safety audits and incident investigations.

MAIN RESPONSIBILITIES

In addition to the HSE responsibilities above, the job holder will:

• Ensure all package components (including chemical boosting/injection pumps, hydraulic power units, etc.) are mechanically completed and delivered in line with project schedules and Company quality standards.
• Ensure design consistency with construction and testing plans.
• Ensure compliance with the procurement plan.
• Verify, with support from the QA/QC team, that all materials and associated documentation received on site meet project specifications.
• Coordinate and manage on-site activities in agreement with the OSSEM Package Lead.
• Review contractor documentation, including General Arrangement drawings, assembly procedures, testing procedures, packing plans, and transportation plans, providing feedback where required.
• Coordinate with the MzLNG Logistics Lead and contractor logistics team to ensure correct packaging and shipment.
• Coordinate construction team resources and maintain continuous Company presence at fabrication yards.
• Witness FAT, EFAT, and SIT activities.
• Provide daily email updates to the MzLNG OSSEM Package Lead and prepare weekly reports for the project team.
• Monitor project planning, progress, and reporting.
• Participate in meetings and workshops with contractors.

EXPERIENCE

Candidates should have:

• Extensive technical, practical, and project management experience as a Company Representative, including senior construction management positions.
• Experience with the construction, integration, testing, and final delivery of topside modules, including hydraulic and electrical power units, control stations, chemical injection systems, and subsea production system components.
• Good knowledge of subsea production system design codes and standards used during design, manufacturing, and testing.
• Experience with planning, progress analysis, and reporting.

DESIRABLE CRITERIA

• Minimum 15 years' experience in site construction management with a proven track record in similar roles, including at least 10 years on subsea EPC projects.
• High level of knowledge and experience in safe working practices on offshore construction projects.
• Thorough understanding of both onshore and offshore construction environments.
• Excellent organisational skills and commitment to meeting deadlines.
• Strong communication and presentation skills with the ability to professionally represent the Company and Project to third parties and stakeholders.
• A collaborative team player who can also work autonomously.
• Pragmatic problem-solving abilities.
• Ability to multitask and work effectively within a small, flexible team.
• Fluent in English.

EDUCATION

• Secondary and tertiary engineering qualifications (Bachelor's Degree minimum).
• Internationally recognised professional or Chartered Engineer status.

LOCATION AND DURATION

• Base Location: Houston, Texas
• Weekly travel to Ingleside, Texas.
• Assignment Duration: 12 months.
• Travel: Frequent (weekly) travel between Houston and Ingleside.
• Start Date: July 2026.
