Procurement Specialist 3

The Department of Transportation and Public Facilities (DOT&PF) is seeking a Procurement Specialist 3 to perform advanced‑level construction‑related procurement work for transportation infrastructure projects across Alaska. This position supports complex procurement actions involving Professional Services Agreements, contract development, alternate procurement methods, contract administration, and procurement compliance. Salary (Bi‑Weekly): Anchorage $2,646.00; Fairbanks $2,725.50; Juneau $2,778.00. What You Will Be Doing In this role you will independently develop, review, and support formal procurement processes for Professional Services Agreements, construction contracts, and other complex transportation‑related procurements. You will assist with contract amendments, procurement documentation, negotiations, non‑standard contract terms, and compliance reviews to ensure procurement actions meet state and federal requirements, DOT&PF policies, and the State Procurement Code. You will also support alternate procurement methods such as Construction Manager/General Contractor, Indefinite Delivery/Indefinite Quantity, Progressive Design‑Build, and Design‑Build. Your responsibilities include researching procurement requirements, drafting solicitation and contract documents, coordinating with project managers, legal staff, and procurement leadership, and maintaining accurate records for contract administration, audits, and reporting. Qualifications Knowledge of various types of contracts, techniques, or requirements for contracting or procurement, and contract negotiation and administration. Procedures for routine and non‑routine purchases and practices for property control activities, including acquisition, storage, accounting, and controlled property excess. Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with federal laws, regulations, and guidance. Use of knowledge acquired through formal training or extensive on‑the‑job experience, the ability to work with and evaluate technical information related to the job, and the ability to advise others on technical issues. Excellent written communication skills, correct English grammar, punctuation, and spelling, and the ability to produce clear, organized written material for appropriate audiences. The following credentials are preferred but not required: Level II or Level III State of Alaska Procurement Certification. Certified Professional in Supply Management (CPSM) or Certified Public Procurement Officer (CPPO). Training in Alternative Project Delivery (APD) methods and federal procurement compliance.
