Director of Maintenance, Facilities, and Custodial

Plan, organize, control and direct the design, financing, and construction of new buildings and the rehabilitation, reconstruction, relocation and addition to existing school buildings and District facilities. Plan, organize, and direct the District's maintenance and custodial program. Analyze relevant data in order to make judgments related to all areas of job responsibility; develop record keeping procedures.

Essential Management Functions

1. Acts as school building construction inspector.

2. Prepares cost estimates on construction and repair work.

3. Supervise the construction and renovation of all District facilities including contract administration dispute resolution and change order processing.

4. Plan new construction and modernization projects; monitor projects during construction in accordance with District guidelines.

5. Prepares engineering plans and specifications for non-contract construction work and reviews contract plans and specifications.

6. Works with the District architect in new construction planning.

7. Articulate effectively the professional needs of staff, instructional needs of students and the work of facilities staff providing services.

8. Work effectively with the Board of Trustees, community members, District staff, consultants, city and county officials, Office of Local Assistance, Division of State Architect and other representatives of public or private agencies.

9. Supervises the work order system, bookkeeping system, requisition system, preparation of District, County, State and Federal reports, and the coordination of facilities' use by outside agencies. Maintain appropriate records of the District's facilities development program.

10. Act as liaison to other public or private agencies in the formulation of shared use covenants, developer mitigation agreements and community plan development.

11. Plans, organizes, supervises and evaluates the work of the maintenance and grounds personnel. Provides standards for supervision of the District custodial personnel.

12. In cooperation with building principals provides leadership and indirect supervision of District custodial operations. Has direct responsibility for custodians during vacation periods when the building principals are not at the sites.

13. Supervise and evaluate the performance of assigned staff; recruitment, interview, and select employees and recommend transfers, reassignment, promotion, demotion, termination, and disciplinary actions; plan, coordinate and arrange for appropriate training of staff. Directs the assignment and transfer of department personnel.

14. Schedules work routines and coordinates vacation schedules for departmental personnel. Maintains personnel and other necessary records as required.

15. Develops and supervises programs of preventive and ongoing maintenance.

16. Participates in the development and prepare various budgets for the maintenance and facilities program function; analyze and review budgetary and financial data; monitor and authorize expenditures in accordance with established guidelines; utilize computer spreadsheet software programs.

17. Administer the expenditure of capital facilities funds. Prepares annual capital improvement budget, staffing budgets, and organizational charts.

18. Prepares and administers the annual MOF budget for maintenance, grounds, security, and custodial supplies and equipment.

19. Directs the preparation of playing fields, grounds, and other necessary facilities for athletics and other school activities.

20. Attend various meetings within the District and community.

21. Inspects buildings and grounds to determine need for maintenance and capital improvements of facilities.

22. Organizes and priorities maintenance requests.

23. Requisitions materials to maintain stock levels.

24. Recommends contracting services, equipment needs, and long-term outlay.

25. Prepares cost estimates on work requests pertaining to capital outlay.

26. Confers with principals and administrators regarding maintenance and facilities requests, programs, and projects.

27. Directs the maintenance of all buildings and grounds as to cleanliness and safety, and conducts periodic inspection of all school facilities to insure fire safety.

28. Keeps records of maintenance operations and prepares reports.

29. Reviews on a regular basis all security precautions and procedures, and recommends additions, changes, or reductions in service as appropriate.

Qualifications

Knowledge of

Principles and practices of effective supervision and personnel management.

School district organizational patterns and operating procedures.

Construction practices in school districts and other public agencies.

Relevant State and Federal regulations and procedures; applicable laws, codes, regulations and policies.

Long-range planning methods.

Organization and direction of facilities management and planning activities.

Terms, practices and procedures used in the planning, design, construction, rehabilitation, remodeling, maintenance, and operation of school buildings and facilities.

School facility funding sources and application submission procedures and requirements.

City/County redevelopment and zoning policies, procedures and regulations.

Budget preparation and control.

Oral and written communication skills.

Tools, materials, and equipment necessary in the repair and maintenance of buildings and grounds.

California asbestos and other rules and regulations pertaining to school maintenance.

Competitive bidding and quoting procedures for contracted construction and/or service.

Bookkeeping procedures and terminology.

Legal requirements for procurement of supplies and equipment as regulated by Education Code.

Experience

BA or BS or equivalent work experience in related fields;

Extensive progressive and responsible experience in related fields including management or supervisor experience;

Possession of a valid California Driver's License.
