SUMMARY: This position is located in the Planning & Programming Branch of the Construction and Facilities Management Office (CFMO), Idaho Army National Guard (IDARNG), functioning within the Idaho Military Division (IMD). The primary purpose of this position is to serve as the senior engineering technician and work lead for the Facilities Sustainment, Restoration, and Modernization (FSRM) program by providing advanced technical engineering support and directing the project scoping and programming processes for state facilities. MILITARY DIVISION MANDATORY QUESTIONS (attach as a supporting document in Luma): (1) Except for minor traffic offenses, have you ever entered a plea of guilty, no contest, or had a withheld judgment to a felony offense? If YES, please explain on a separate paper and attach it to your application. (2) Do you certify that I am a U.S. citizen, permanent resident or a Foreign National with authorization to work in the United States? MANDATORY REQUIREMENTS (attach as a supporting document in Luma): (1) Must be a member of the Idaho National Guard. Provide your military grade, job title, MOS/AFSC/AOC and unit of assignment. (This requirement may be waived; include a statement requesting a waiver of this requirement in lieu of the military information). (2) Must have and maintain a valid and fully privileged state issued driver's license (from any state). Provide your driver's license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver's license.) (3) Must have, or be eligible to obtain, and maintain a favorable NACI/T1 Federal Background Investigation. If a selected candidate does not have a current favorable NACI/T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. (At a minimum, a favorable suitability determination by the State Security Manager or OPM is required prior to appointment into this position.) (4) Travel is required for training and job performance. Must be willing to travel by all modes of transportation and stay at destinations for short periods. REQUIRED EXPERIENCE (attach as a supporting document in Luma): Must have 24-months of experience performing work related to the knowledge requirements below. Submit a paragraph for each knowledge requirement that demonstrates the required experience and describes competence in applying the knowledge. Education and training may be used to offset experience.
(1) Describe your knowledge of general engineering, architecture, and constructions concepts, principles and practices sufficient to develop detailed construction scopes of work, perform complex cost estimations, and make informed decisions concerning construction planning for various renovations and construction projects.
(2) Describe your knowledge in interpreting advanced engineering drawings, plans, blueprints, CAD files, and GIS data sufficient to independently read, interpret, comprehend or prepare products and to make modifications or adaptations. (3) Describe your knowledge of construction management principles and guidelines, including scheduling phases, defining projects, establishing goals, quality control, inspecting work, program analysis, and information presentation methods sufficient to render technical assistance in the overall planning of construction and renovation projects. (4) Describe your knowledge of applicable national, state, local, National Guard Bureau, and Department of the Army regulations relating to design, construction, and contracting.
(5) Describe your knowledge in the use of computers with common operating software, project management software, construction related software, and records keeping software. (6) Describe your knowledge of communication techniques and the ability to communicate effectively; present information clearly, concisely, accurately and in ways that promote understanding and demonstrate strong influencing skills; and the ability to comfortably interact with a wide variety of individuals. (7) Describe your knowledge of and skill in carrying out basic managerial duties which include but are not limited to counseling, training, coaching, developing and enforcing performance standards, assigning work, managing workflow, reviewing work, resolving employee disputes, managing schedules, maintaining culture and environment, and receiving general guidance on projects and delegating supporting tasks to team members.
