Benefits to You

• We pay 95% to 99% of medical insurance premiums for full-time employees, including mental health coverage.

Position Highlights

The 10th Judicial District, which includes the Union County Circuit Court in La Grande, Oregon, and the Wallowa County Circuit Court in Enterprise, Oregon, is hiring a Treatment Court Program Manager (Program Manager). This position will oversee treatment court programs in two locations with their primary office located in the La Grande court offices. This position will be expected to travel frequently to the Enterprise court to provide program support at that location.

In this role, you will meet with treatment court applicants, provide information about the program, perform intake services, and use screening tools to determine eligibility for the program. You will oversee the delivery of program services including referrals, orientation, case planning, and case tracking. You will develop, implement, and monitor program policies, procedures, goals, and standards. You will maintain accurate records of participant files, testing records, and program data and will produce a variety of reports. You will attend court sessions and document appearances and actions taken at each hearing. You will ensure that graduation events are properly planned and resourced to recognize participants’ achievements. You will also identify barriers to program participation and recommend and implement strategies to improve participant access and program outcomes.

Collaboration is a key aspect of this position. You will foster strong working relationships with program participants, court staff, other OJD staff, service providers, behavioral health partners, community partners, district attorneys, defense attorneys, law enforcement and corrections staff, the federal government, and other agencies. You will plan and support program‑related meetings and events, including steering committee meetings, participant graduations, and alumni group activities. You will make presentations about the program to local government and public sector committees. You will also participate in local, regional, state, and national training and education programs to share information about our treatment court program operations.

You will spend part of your time working on special projects, tracking and reporting on program finances, coordinating grant-related activities, and ensuring the program complies with grant requirements.

Assigned tasks may be changed to accommodate workload and organizational needs.

Minimum Qualifications

The qualified applicant must have a bachelor’s degree in business or public administration, behavioral or social/human services, or a closely related field.

AND

Have at least four (4) years of increasingly responsible technical or professional-level program experience that typically supports the knowledge, skills, and abilities required for the position.

OR

Any combination of education and experience equivalent to eight (8) years of experience that typically supports the knowledge, skills, and abilities for the position.

Requested Skills and Attributes

• Experience accomplishing work through developing collaborative relationships with internal and external stakeholders.

• Experience acting as a project lead, coordinating work assignments, and providing information, guidance, or direction to groups as needed to accomplish projects.

• Proficiency using a computer to enter and retrieve data, perform research and analysis, and present findings to a supervisor or group.

• Experience reporting outcomes for a program, evaluating and recommending program changes, and implementing new processes for purposes of making improvements.

• Experience and skill in public speaking and presenting to groups of various sizes.

• Experience with grant reporting and tracking finances for a project or program.

Working Conditions

• This is a full-time position, and the work schedule currently is 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is FLSA-exempt and ineligible for overtime compensation for hours worked in excess of 40 per workweek.

• Occasional evening, weekend, or holiday work may be required.

• This position requires in-state travel between court locations and to training sessions; occasional out-of-state travel; overnight travel is required; possible travel during inclement weather.

• Making presentations in front of groups of various sizes.

• Some duties are performed in a courtroom environment.

• Frequent phone and in-person contact with people from diverse backgrounds.

• Frequent phone and in-person contact with people who may be facing challenging life circumstances, highly stressful situations, or trauma, including people who are angry, hostile, confused, or frustrated.

• Long periods of sitting or standing.

• Regular use of the following equipment: telephone, OJD-assigned computer with multiple monitors, copy machine, fax machine, and scanner.
