REGISTERED NURSE III 5 days ago Requisition ID: 1032 Position Title General Registered Nurse Position Classification Exempt Position Type This position may be full-time or part-time and is scheduled to work standard business hours from 8:00 a.m. to 5:00 p.m. Overtime is not expected for this role. Work Location Position Description The General Registered Nurse (RN) serves as the outpatient primary care aid station nurse manager and is the primary facilitator of clinical services and medical administrative duties. The individual works directly with the aid station manager, a Physician Assistant, and other medical professionals in the delivery of primary care, urgent care, and preventive medicine. All services are provided in strict compliance with the standing orders and protocols set forth by the Military Treatment Facility (MTF) and in accordance with Joint Commission (JC) guidelines. Contract RNs shall meet the qualifications for the specialty and perform essentially the same functions, within the scope of acceptable standards for their technical professional discipline, as those required of Army or Government service technical professionals of similar experience in similar duty assignments. Contract RN practice and productivity will be compared to that of other Government personnel assigned to the same medical clinic. Essential Position Functions Graduate of a Diploma, Bachelor's, or Master's program of Registered Nursing; the institution must be from a National League of Nursing (NLN) approved program. Five years' experience as a Registered Nurse or equivalent, to include continuous employment for a minimum of one year as a registered nurse in an outpatient clinical setting. Valid, unrestricted Registered Nurse license in at least one state, territory, or commonwealth of the United States. Current Cardiopulmonary Resuscitation (CPR) and Advanced Cardiac Life Support (ACLS) certification as required by the customer. Active Top Secret security clearance. Current and valid United States driver's license. Ability to read, write, speak, and understand English well enough to effectively communicate with all patients and other health care providers. Knowledge of equipment and supply terminology, with skill sufficient to identify and properly use necessary equipment and supplies and to communicate proper use with nurses, medical staff, patients, and family members. Fundamental knowledge of military medical policies and practices. Knowledge of computer operations and proficiency in the use of basic word processing, data entry, and automated medical records. Serve as the outpatient primary care aid station nurse manager and primary facilitator of clinical services and medical administrative duties, working directly with the aid station manager, a Physician Assistant, and other medical professionals. Coordinate patient care through a continuum and facilitate the achievement of optimal outcomes in relation to care, quality, and cost effectiveness. Assess, coordinate, facilitate, deliver, and evaluate care for infant to geriatric patients using the nursing process, demonstrating knowledge of the principles of growth and development appropriate to the patient population served. Maintain excellent patient assessment skills and use the nursing process as the basis for professional practice. Demonstrate proper preparation of patients for treatments and procedures, to include surgical interventions, and provide proper care and evaluation of post-procedural patients. Triage and direct services of medical care, obtain medical histories, and perform appropriate examinations. Evaluate and treat minor medical conditions in accordance with standard operating procedures (SOPs). Dispense prescription and over-the-counter medications in accordance with SOP, and administer immunizations. Compose clinical notes, chart care as required, and manage administrative patient encounters. Recognize adverse signs and symptoms and react quickly and appropriately in emergency situations; obtain, assess, and report critical laboratory or diagnostic results to the patient's physician in a timely manner. Act on all medical and therapeutic orders in a timely manner. Educate patients and families regarding involvement in the plan of care, promotion of self-care, management of symptoms, and follow-up care; teach patients proper self-care and motivate patients and family members to continue procedures that promote rapid healing. Effectively communicate plans and actions and collaborate with a diverse healthcare team for the benefit of the patient, family, and organization. Perform accurate documentation, both written and electronic, of all activity in accordance with requirements. Manage front desk and reception operations, to include facilitating patient intake and flow of care through the clinic, organizing and maintaining hard-copy medical and dental records, managing the aid station medical database, and managing the clinical appointment calendar. Place orders in CHCS/AHLTA, review results when requested, and generate medical readiness reports. Develop policies and plans to improve the efficiency, safety, and accountability of medical services and materials. Manage treatment rooms and the immunization and laboratory areas by ensuring treatment areas are clean, organized, and appropriately stocked; performing routine inventory of supplies, immunization, and laboratory materials; and performing routine equipment maintenance checks. Assist with the ordering of supplies and equipment; ensure the pharmacy room is clean and organized; maintain accountability of medications and supplies; conduct monthly inventory of narcotics in accordance with regulations and policy; and develop and maintain medication labels. Manage the patient reception area by ensuring the waiting room is clean, organized, and maintained, and by managing inventory and stocking of handouts and materials. Adhere to peri-operative, infection control, and safety policies and procedures, and demonstrate good time management skills. Ensure compliance with the standard of care and practice in accordance with all established policies, procedures, and guidelines used in the Military Treatment Facility (MTF) and in accordance with Joint Commission (JC) guidelines. Provide care within ethical and legal boundaries. Complete orientation and competency verification programs in accordance with unit guidelines. Participate in the orientation, training, and evaluation of duty performance of newly assigned personnel, as appropriate and when required. Serve and participate in committees, functions, and other meetings when assigned. Participate in customer service initiatives and medical readiness activities designed to enhance health services, as required. Assist aid station leadership with the enforcement of SOPs, policies, and procedures. Function as an additional liaison with Fort Belvoir Community Hospital. Report to the aid station Physician Assistant or the senior health care professional on duty at the time for clinical care related issues. Maintain a high level of professionalism oriented toward customer service. Competencies for the role The General Registered Nurse demonstrates advanced clinical expertise in outpatient primary care, urgent care, and preventive medicine, applied across an infant to geriatric patient population. This role requires strong patient assessment and triage skills, the ability to recognize adverse signs and symptoms and respond appropriately in emergency situations, and sound clinical judgment exercised within established standing orders and protocols. The position also requires strong organizational and administrative skills, accurate written and electronic documentation, proficiency with automated medical records systems, the ability to educate and motivate patients and family members, effective collaboration with a diverse healthcare team, and a high level of professionalism oriented toward customer service. Physical Requirements for the role This position requires the ability to stand and walk for extended periods in a clinical setting, to move between treatment rooms, laboratory and immunization areas, and reception and administrative spaces, and to work at a computer for extended periods, including viewing monitors, using keyboards, and operating standard office and clinical equipment. The role requires the manual dexterity and visual acuity necessary to perform patient examinations, administer immunizations and medications, and operate clinical instruments. The individual must be able to assist with patient positioning and transfer, respond quickly to emergency situations, wear required personal protective equipment (PPE), and lift and carry medical supplies and equipment up to 40 pounds in support of stocking, inventory, and treatment area management duties. Reports To Assigned Program Manager. For clinical care related issues, the individual reports to the aid station Physician Assistant or the senior health care professional on duty at the time. Supervisory responsibilities None. The individual serves as the aid station nurse manager and, when required, participates in the orientation, training, and evaluation of duty performance of newly assigned personnel, as appropriate. The work environment for this position is an outpatient primary care aid station and includes treatment rooms, immunization and laboratory areas, a pharmacy room, a patient reception and waiting area, and a professional office setting. The role involves direct patient contact across an infant to geriatric population and potential exposure to communicable disease, bloodborne pathogens, sharps, and medical and cleaning agents, mitigated through adherence to infection control, peri-operative, and safety policies and procedures and the use of appropriate personal protective equipment. The position involves regular use of computers and automated medical records systems and frequent collaboration with clinical, administrative, and Government personnel. Work is generally performed during normal business hours, and the environment supports adherence to established clinical, safety, privacy, and organizational policies, to include the standing orders and protocols of the MTF and Joint Commission guidelines. Security Clearance Requirements Top Secret. This position requires an active Top Secret security clearance. The individual shall not divulge information regarding files, data processing activities or functions, identifications, passwords, or other knowledge gained to anyone not authorized access to such information, and shall abide by all Government rules, procedures, and standards of conduct, to include all applicable patient privacy and protected health information requirements. Travel Requirements Travel within the National Capital Region may be required on a monthly basis. Continental United States (CONUS) travel of 5 to 7 days in duration, three times per year, may also be required. All travel must be preapproved in writing by the Contracting Officer's Representative (COR). No travel outside the Continental United States is anticipated.
