Housing and Employment Program Manager

Department: Programs & Services
Reports To: Director of Programs
Status: Full-Time, Non-Exempt

We're looking for a Housing and Employment Program Supervisor who is passionate about helping individuals and families move from crisis to stability. In this role you'll lead a dedicated team that connects residents to housing opportunities, employment resources, and the support they need to thrive.

This is more than a supervisory position. You'll be a coach, problem-solver, advocate, and community connector—building partnerships, supporting staff, and helping create pathways toward long-term success for the people we serve.

What You'll Do

Lead and Inspire a High-Impact Team

• Supervise and support housing navigators, employment specialists, and other program staff.
• Provide coaching, mentorship, and professional development opportunities.
• Foster a culture of accountability, collaboration, and continuous learning.

Help Residents Move Toward Stability

• Oversee services that help residents secure permanent housing and meaningful employment.
• Ensure programs are individualized, strengths-based, trauma-informed, and focused on long-term success.
• Support effective case coordination and remove barriers that stand in the way of housing and employment goals.

Build Community Connections

• Develop and maintain strong partnerships with landlords, employers, training providers, and workforce development organizations.
• Represent the organization at community meetings, coalitions, and collaborative initiatives.
• Advocate for resources and opportunities that benefit residents.

Drive Program Excellence

• Develop and improve program policies, procedures, and workflows.
• Monitor outcomes and use data to strengthen services and improve results.
• Assist with grant compliance, reporting, and documentation requirements.
• Collaborate with leadership on planning, budgeting, and strategic growth.

What We're Looking For

Required Qualifications

• Bachelor's degree in Social Work, Human Services, Workforce Development, or a related field (equivalent experience may be considered).
• Three or more years of experience in housing services, workforce development, case management, or related programs.
• Two or more years of supervisory or leadership experience.
• Knowledge of housing resources, employment readiness strategies, and community-based support systems.
• Strong organizational, communication, and relationship-building skills.
• Experience collecting, tracking, and reporting program outcomes.
• Familiarity with Spokane-area housing providers, landlords, workforce agencies, and community resources.

Work Environment

• Primarily office-based with regular interaction with residents, employers, landlords, and community partners.
• Local travel required to meet with housing providers, employers, and community organizations.
• Occasional evening or weekend participation in events, workshops, or urgent situations.
