We help clients improve their operations.ProSidian seeks a Quality Assurance Manager in Olympia, WA and Tumwater, WA to support an engagement for an Agency dedicated to the safety, health and security of 2.5 million workers and helping employers meet safety and health standards and the Agency also inspects workplaces when alerted to hazards. As administrators of the state's workers' compensation system, The Washington State Department Of Labor And Industries is similar to a large insurance company, providing medical and limited wage-replacement coverage to workers who suffer job-related injuries and illness.The Agency's rules and enforcement programs help ensure workers are paid what they are owed, that children's and teens' work hours limited, and consumers are protected from unsound building practices. Key functions include: Protecting the health and safety of workers | Ensuring medical care and financial help for injured workers | Protecting workers' wages, hours, breaks and more | Protecting the public from unsafe work and economic hardshipThe ProSidian Team works to provide expert level Information Technology (IT) Quality Assurance (QA) consulting services supporting a full cross-agency "business transformation" initiatives intended to achieve the mission of keeping citizens in the state safe and working. The business transformation (BT) calls for modernizing the agency's extensive technology infrastructure and corresponding business processes over several years.Navigating the agency's technology maze is challenging for its employees. It complicates the training process and makes it difficult for them to deliver high-quality, effective service to their customers. Many applications are independent and don't communicate information between each other. Over the next several years, L&I will modernize technology across the Dept., which will take place in phases.Key focus areas shall be The current workers' compensation system; L&I's Insurance System (LINIIS) is an application comprised of many sub- systems and used to process and manage workers' compensation claims; Organized Information Online (ORION) is an integrated document management (IDM) and business process management (BPM) workflow application where the work is managed; Early Claims Solutions (ECS) is an application used by both claims and employer services staff; Independent Medical Examination (IME) application; Medical Information Payment System (MIPS); Benefit Payment System (BPS), and Pension Payment System (PPS); and VOC-LINK is an application for private vocational rehabilitation providers.Quality Assurance Manager Candidates shall work to support requirements for Program Support and Conduct extensive business analysis and Quality Assurance including the creation of Test Plans, Use Cases and data driven Tests. Responsibilities includeTest requirements, collection and documentation and interfacing with solutions development team during design and testing.Perform analysis, execution, and evaluation of solutions and software systems to ensure usability, reliability, proper functionality, and conformance with company and industry "best practice" standards.Be responsible for building test plans and cases, installing the testing tools and products and setting up the test environment, performing testing and analysis, identifying and documenting anomalies and presenting findings to solutions development teams for correction and enhancement.Possesses 5+ years strong experience in QA testing, ability to lead others, excellent verbal and written communication skills.Role requires attention to detail, strong inter-personal skills, excellent verbal communication and self-motivation and individuals requiring minimal direction. Bachelors Degree or equivalent preferred.The Quality Assurance Manager shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position.Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.A bachelor's degree is required with at least three years work experience in accounting, budget execution, IT, financial system requirements and analysis, financial planning and reporting, auditing, and internal financial controls.TRAVEL: Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.
