Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position performs installation, repair, maintenance, and troubleshooting on a wide variety of commercially manufactured locking devices including combination, electronic cardkey, cipher, and arms rooms locks.

Duties

Help

• Perform installation, adjustment, troubleshooting, and maintenance on a wide variety of commercially manufactured locking devices.
• Interpret and apply technical manuals, manufacturer's diagrams and specifications while repairing and testing locking mechanisms.
• Determine precise locations and angles for drilling and/or burning without harming the contents or causing irrevocable damage to the locking mechanisms or the containers.
• Perform routine maintenance, overhaul and repair of standard types of mechanical locking devices such as mortise, rim, key-in-the-knob, deadbolt, office equipment, padlocks, and emergency exit locks and electronic card key locks.
• Use small hand and power tools common to the locksmithing trade, such as electric drills, acetylene torches, soldering irons and brazing torches, bench lathes and drill presses.

• This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
• Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements.
• This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health/ability or fitness to perform the duties of the position.
• The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
• Must be able to utilize an alpha numeric keyboard in conjunction with automated information systems and equipment (hardware and software).
• This position has a requirement to lift up to 50 lbs. in the regular performance of duties.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element) : Ability to do the work of a Locksmith without more than normal supervision. Perform the full repair cycle of locating trouble to disassembly, repair, clean, reassembly, and reinstallation of a wide variety of makes and models of locking devices. Use basic hand tools in locksmith. - Failure to meet this Screen Out Element will result in an ineligible rating.

To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above. If you meet the basic eligibility, your resume will not be reviewed for qualifications until a selection is made.

• Physical Effort - Work requires lifting or carrying of items weighing in excess of 23 kilograms (50 pounds) and heavier items with assistance. The locksmith frequently stands, stoops, bends, kneels, and works in awkward positions when troubleshooting and repairing locks and devices onsite.

• Working Conditions - Work is normally performed inside in areas that are well lighted, heated, and ventilated. Occasionally work is done outside in bad weather or in areas that are drafty and poorly lighted. Exposed to the possibility of cuts, scrapes and bruises. Employee is also exposed to the possibility of burns while using acetylene torches, brazing torches, and soldering irons.
