Project Name: Child Care Facility System

Position Summary:

• The New York State Office of Children and Family Services (OCFS) is seeking an Expert Systems Developer to support the Child Care Facility System project. The selected candidate will work on developing a web-based Facility Application Management system that allows applicants to submit applications for operating child care programs in New York State.
• The consultant will collaborate with a team of developers, business analysts, and technical leadership to design, develop, test, and maintain applications using ASP.NET MVC, VB.NET, and Oracle PL/SQL. The selected candidate will also assist with data requests and work under the direction of the Technical Lead, Project Manager, and Software Architect

Responsibilities:


The selected consultant will perform, but not be limited to, the following activities:

• Collaborate with a team of developers to develop the new Facility Application Management system using ASP.NET MVC.
• Work with the Business Analyst to analyze business requirements and develop logical designs.
• Perform unit testing and identify, troubleshoot, and fix software defects.
• Perform VB.NET coding and application development activities.
• Write and maintain Oracle PL/SQL code, including stored procedures and triggers.
• Assist with responding to Child Care Facility System (CCFS) data requests.
• Support application development activities under the direction of the Technical Lead, Project Manager, and Software Architect.
• Develop and maintain N-Tier .NET web applications.
• Utilize the Model-View-Controller (MVC) architecture for application development.
• Develop and maintain PL/SQL packages, stored procedures, and triggers.
• Work with SQL Server Reporting Services (SSRS) for reporting-related activities.
• Utilize jQuery for client-side scripting and web application functionality.
• Maintain up-to-date project documentation and participate in weekly documentation reviews for knowledge transfer.
• Educate agency staff on coding practices, SQL queries, validations, and related technical procedures as required.

Required Skills:

• 84 months of experience developing N-Tier .NET web applications.
• 72 months of experience with PL/SQL, including writing packages, stored procedures, and triggers.
• 60 months of experience utilizing Model-View-Controller (MVC).
• 60 months of experience utilizing SQL Server Reporting Services (SSRS).
• 36 months of experience utilizing jQuery.
• Bachelor's Degree
