The Salvation Army North and Central Illinois Division provides these services to people in need.JOB SUMMARY
The Senior Director of Mission Investment Management leads the divisional team responsible for protecting and growing the public and private resources that fund missional work across The Salvation Army's North & Central Illinois Division. The role holds strategy and authority for contract compliance, quality assurance, accreditation, and the stewardship of funder relationships, and ensures that compliance expertise is positioned close to where each contract is administered. The Senior Director establishes the systems, standards, and tools that enable consistent oversight of division-wide and multi-region contracts and programs, while supporting regional teams to administer site- and region-level agreements with discipline and continuity. Working in close partnership with the Executive Director of Social Services, the role ensures that public and private resources are protected, performance and reporting obligations are met, and the division's investment in mission delivery is sustained over time.ESSENTIAL DUTIES AND RESPONSIBILITIES
Areas of responsibility include but are not limited to the following: Capacity Leadership and Divisional Authority Sets direction for Mission Investment Management across the division, ensuring the function delivers on its purpose of protecting and growing the resources that fund field work. Establishes the policies, procedures, and processes required for the function to meet its objectives, maintain compliance, and sustain accreditation where applicable. Holds administrative oversight of division-wide programs and initiatives and ensures unified compliance oversight and continuity across the portfolio. Builds and maintains the systems, standards, and shared tools that enable consistent contract administration at the divisional, regional, and site levels. Anticipates and responds to changes in the funding, regulatory, and accreditation environment, and positions the function to adapt accordingly. Leads divisional research and pursuit of public funding opportunities that are division-wide or multi-region, including eligibility analysis, go/no-go decisions, and proposal development. Contract Compliance and Funder Stewardship Ensures every active contract has clear ownership, current vouchering, and reimbursements received on schedule. Ensures programs follow all grant and contractual performance and reporting requirements, including those of government agencies, foundations, and private funders. Maintains a divisional repository of funding, regulatory, and accreditation applications, awards, and mandated performance criteria, and ensures information is accessible to those who need it. Cultivates and supports relationships with funding agency staff, in coordination with the Executive Director of Social Services, and identifies new grant opportunities aligned with divisional priorities. Coordinates with Business Administration on the financial infrastructure that supports contract administration, including cost allocation, vouchering, reimbursement, and procurement. Coordinates with Advancement on funder-specific stewardship, ensuring contract performance data and compliance outcomes inform funder relationships in accurate and timely form. Quality Assurance, Reviews, and Accreditation Develops, maintains, and improves internal systems for monitoring contract compliance, performance-to-plan, and the financial effectiveness of grant-funded programs. Facilitates programmatic reviews and audits, including Territorial and Divisional reviews, state programmatic and financial audits, and accreditation processes such as CARF, DCFS, and other accrediting bodies. Translates findings from audits and reviews into action steps that improve program effectiveness, and tracks implementation through internal divisional systems. Reviews program policies and procedures to ensure programs meet the quality assurance standards of The Salvation Army, accrediting agencies, and the compliance requirements outlined in government, foundation, and private funding awards. Capacity Building and Field Support Builds the training, tools, and standards required for those administering contracts to manage compliance, performance, and reporting effectively. Ensures program leaders and contract administrators have the knowledge and resources to manage funder requirements with confidence. Maintains matrix relationships with regional counterparts, ensuring divisional standards are translated into practical support at the regional and site levels. Provides ongoing consultation and coaching on contract compliance, quality assurance, and funder requirements to corps and program directors. People and Culture Provides leadership, supervision, and development for staff responsible for delivering Mission Investment Management at the divisional level and through matrix relationships with regional teams. Ensures positions are staffed with individuals who can carry out objectives in an environment characterized by clear vision, effective communication, teamwork, and ongoing professional growth. Fosters a culture of accountability, continuous improvement, and collaboration across the function and with partner departments. Acts as a representative of The Salvation Army and its mission in all internal and external relationships.OTHER DUTIES

Education: Master's degree in social work, public administration, behavioral science, nonprofit management, or a related field from an accredited institution is required. Experience Minimum of seven years of progressively responsible experience in contract management, grants administration, program compliance, or quality assurance, preferably in a multi-site nonprofit, faith-based, or human services environment. Demonstrated experience overseeing a portfolio of government and private contracts and managing compliance, vouchering, and reimbursement at scale. Demonstrated experience leading accreditation, audit, and program review processes. Licenses/Certifications Caseworker Certification within 120 days of employment. Valid driver's license and MVR clearance required for travel within the Division. Skills/Abilities Comprehensive understanding of the public and private funding environment for human services, including government contracting, foundation grants, and accreditation standards. Working knowledge of The Salvation Army's history, mission, and structure, as well as its services, policies, and procedures. Demonstrated ability to develop and manage systems for monitoring contract performance, compliance, and program effectiveness. Strong analytical and problem-solving skills, with the ability to interpret programmatic and financial data and translate it into decisions. Strong leadership, team building, and conflict management skills, including the ability to lead matrixed teams across multiple locations. Strong interpersonal and written communication skills, with the ability to communicate effectively at all levels of the organization and with external funders and partners. Ability to work with confidential information and exercise sound judgment. Ability to manage multiple projects, priorities, and deadlines in a constantly changing environment.JOB LIMITATIONS

In order to successfully perform the essential functions of this position, the employee is regularly required to use standard office equipment and a PC.
