Supervisory Program Analyst

Summary

The purpose of this position is to provide developmental-level management and program analysis support to Surgical Service by collecting and analyzing routine operational data, preparing reports, coordinating administrative activities, and assisting with established program, compliance, workforce, and workflow processes. The incumbent performs assignments using established methods and procedures and refers complex, unusual, or policy-sensitive matters to the supervisor.

Help

Major duties include, but are not limited to the following:

- Collects, validates, aggregates, trends, and analyzes workload, staffing, access, patient-flow, resource-utilization, productivity, documentation, and other operational data to identify trends, discrepancies, and areas requiring management attention.

- Reviews administrative workflows and processes to identify inefficiencies, duplication, delays, data-quality issues, or other procedural problems and recommends practical improvements within established program requirements.

- Applies established analytical techniques, including workload analysis, trend analysis, comparison of current and historical data, and review of performance information, to assist management in assessing administrative operations.

- Works with managers, clinical staff, and administrative personnel to identify and resolve problems involving data collection, reporting, workload capture, administrative procedures, and related operational processes.

- Advises and assists managers and staff concerning data-collection methods, reporting requirements, trend analysis, statistical tools, and interpretation and presentation of management information.

- Develops and improves spreadsheets, reports, tracking mechanisms, and other analytical tools used to collect, organize, validate, and present program and administrative information.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-7:

• Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: perform assignments using established methods and procedures and refers to complex, unusual, or policy-sensitive matters to the supervisor. provide developmental-level management and program analysis support to Surgical Service by collecting and analyzing routine operational data, preparing reports, coordinating administrative activities, and assisting with established program, compliance, workforce, and workflow processes. • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a 1 full year of graduate level education or superior academic achievement.

• Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and less than one year of graduate education.

GS-09:

• Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of local, VISN, and VA Central Office proposals and requirements affecting Surgical Service. Reviews administrative workflows and processes to identify inefficiencies, duplication, delays, data-quality issues, or other procedural problems and recommends practical improvements within established program requirements. Advice and assists managers and staff concerning data-collection methods, reporting requirements, trend analysis, statistical tools, and interpretation and presentation of management information. (This experience must be well documented in your resume.)

To qualify based on education for this grade level you must have successfully completed a Master's degree or 2 full years of progressively higher level or LL.B. or J.D., if related graduate education leading to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position. Physical Requirements: Most assignments are completed in an office environment; the work is primarily sedentary and requires regular use of a keyboard and computer, virtual meeting space, and telephone. Standing, walking, bending and lifting is required, primarily to manage administrative materials and supplies.

Receiving Service Credit or Earning Annual (Vacation) Leave : Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
