Job Summary This role is part of a three‑level developmental series that provides technical support for Continuous Emissions Monitoring Systems (CEMS) at power generation facilities (e.g., coal‑fired plants), ensuring compliance with local, state, and federal air quality regulations. General Responsibilities Supports CEMS configuration, testing, and reporting to regulatory agencies. Applies technical knowledge to analyze emissions data and ensure compliance with environmental regulations. Performs engineering or technical calculations, analysis, research, and design to support environmental compliance and system performance. Evaluates systems, equipment, and programs to ensure they are operated and maintained in accordance with company policies and regulatory requirements. Drafts technical and audit reports to support findings and document CMS events. Provides regulatory reporting assistance and contributes to the development of compliance strategies. Works independently or as part of a team to solve problems and manage data. This role does not function as a technician in modifying, operating, or maintaining CEMS equipment. Level I – Entry Level Performs basic and routine assignments under direct supervision to build technical and regulatory expertise. Prepares CMS audit reports and assists with annual span and range evaluations of CEMS. Calculates annual capacity factors for peaking unit determination and loads data into EPA’s Emissions Collection and Monitoring Plan System (ECMPS). Assists with report analysis, data management, and technical documentation. Expected to learn how to lead small group sessions on regulatory data reviews and reporting requirements. Applies basic understanding of environmental regulations and demonstrates limited judgment in work execution. Creates Excess Emissions Reports, Monitoring Plans, evaluates Test Protocols, reviews Audit Reports, and supports CEMS/COMS equipment upgrades. Performs routine to moderately complex assignments with limited supervision; applies developed technical and regulatory knowledge to analyze emissions data and support compliance efforts. Leads evaluations of systems and process improvements for regulatory alignment. Demonstrates working knowledge of federal, state, and local environmental laws related to plant emissions. Might be required to visit plant sites and participate in emissions testing. Drafts technical reports and contributes to compliance strategy development with greater autonomy. Level II – Advanced Level Demonstrates a working knowledge of emissions monitoring policies, procedures, and practices (3‑4 years of experience). Performs essential duties using EPA’s ECMPS and CEMS DAHS software with greater autonomy. Solid knowledge and understanding of CEMS operation, maintenance, and technical design applications. Knowledge of the design and operation of moderate to complex systems and equipment. Familiar with EPA AIR regulations that apply to Electric Generating Units (EGUs), including 40CFR60 NSPS sections D, Da, Db, GG, and KKKK; 40CFR75 and Appendices A & B. Understands basic routine CEMS testing pass/fail criteria and required test scheduling basics. Solid analytical and abstract thinking skills. Understanding of federal, state, and local environmental requirements involving plant/station air emissions. Interprets EPA Air regulations and practices with general supervision. Required Knowledge, Skills, Abilities & Experience Air Emissions Monitoring Specialist I Strong computer skills and knowledge of various software programs (0–3 years experience) to perform essential duties using EPA’s ECMPS and CEMS DAHS software. Basic knowledge of CEMS operation, maintenance, and technical design applications. Basic working knowledge of federal, state, and local environmental regulations specific to air emissions. Basic knowledge and understanding of the design and operation of moderate to complex systems and equipment such as PLC systems and/or Data Controllers. Skilled in applying analytical skills to address findings and assist in the development of compliance strategies. Willing and able to lead knowledge sessions for others in a small group environment. Can work as an individual contributor or as part of a team. Ability to learn to interpret EPA Air regulations and reporting practices. Ability to learn to work with DAHS software and configurations. Air Emissions Monitoring Specialist II Working knowledge (3–4 years) of emissions monitoring policies, procedures, and practices and technical expertise to perform essential duties using EPA’s ECMPS and CEMS DAHS software. Solid knowledge and understanding of CEMS operation, maintenance, and technical design applications. Knowledge of the design and operation of moderate to complex systems and equipment. Knowledge of EPA AIR regulations that apply to EGUs, including 40CFR60 NSPS sections D, Da, Db, GG, and KKKK; 40CFR75 and Appendices A & B. Understands basic routine CEMS testing pass/fail criteria and required test scheduling basics. Solid analytical and abstract thinking skills. Understanding of federal, state, and local environmental requirements involving plant/station air emissions. Ability to interpret EPA Air regulations and practices with general supervision. Preferred Skills, Abilities and Experience Advanced knowledge of Microsoft Excel. Familiarity with 40CFR63 EGU MACT (MATS) and/or Industrial Boiler MACT rules. Education Requirements Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelor. Disciplines: Preferred – Environmental Engineering; Environmental Science.
