ROC USA is a national nonprofit and certified Community Development Financial Institution (CDFI) dedicated to preserving and expanding affordable homeownership in manufactured home communities.

ROC USA and its network of Certified Technical Assistance Providers support homeowners in purchasing the land beneath their communities and operating them as resident-owned cooperatives (ROCs). This model preserves long-term affordability, strengthens resident control, and creates opportunities for homeowners to build economic stability and wealth.

ROC USA Capital, a wholly owned subsidiary and certified CDFI, provides financing to resident-owned communities nationwide. ROC USA is also expanding its federal grant activity, capital partnerships, and other initiatives designed to preserve affordable housing and expand resident ownership.

As ROC USA continues to grow, the Finance team is strengthening the financial systems, controls, reporting, and organizational capacity necessary to support the organization’s mission and long-term sustainability.

Position Overview

ROC USA seeks an experienced, collaborative, and hands-on Controller to lead the organization’s accounting and financial reporting functions.

Reporting to the Chief Financial Officer, the Controller is responsible for ensuring the accuracy, integrity, and timeliness of ROC USA’s financial information and maintaining strong accounting policies, procedures, controls, and reporting systems.

The Controller will oversee accounting operations and financial reporting for ROC USA and its subsidiaries and will play a key role in financial analysis, covenant monitoring, cash management, audit and compliance, financial policies and controls, and development of the accounting team.

The Controller will serve as a key partner to the CFO, providing reliable financial information and analysis, identifying trends and risks, and ensuring ROC USA has the financial infrastructure and accounting capacity necessary to support a growing CDFI, federal grant portfolio, and evolving organization.

This is an opportunity to build and strengthen core accounting infrastructure during a period of organizational growth, including expanding lending operations, federal grant activity, and finance transformation initiatives.

Key Responsibilities

Accounting Operations & Financial Reporting

• Lead the monthly, quarterly, and annual close processes for ROC USA and its subsidiaries, ensuring timely, accurate, and reliable financial statements.
• Maintain the integrity of the general ledger, chart of accounts, account reconciliations, and financial records across entities.
• Oversee accounts payable, accounts receivable, payroll accounting, and other core accounting activities.
• Ensure bank and balance sheet reconciliations are completed accurately and on a timely basis.
• Provide timely financial information to the CFO and organizational leadership regarding ROC USA’s financial position and operating results.
• Oversee accounting for ROC USA Capital’s lending activities, including loans, loan participations, retained interests, interest income, fees, and related transactions.
• Ensure accounting practices comply with GAAP, nonprofit accounting standards, and other applicable requirements.
• Lead the annual financial statement audit and coordinate tax and regulatory filings, including Form 990.

Financial Analysis, Covenant Monitoring & Cash Management

• Prepare financial covenants, reporting requirements, and other financial obligations and proactively communicate potential issues to the CFO.
• Ensure required debt payments and related financial obligations are completed accurately and on a timely basis.
• Partner with the CFO on cash management and treasury activities, including banking relationships, operating liquidity, and investment of available cash.

Accounting Policies, Controls & Compliance

• Maintain and continuously improve a documented system of accounting policies, procedures, and internal controls.
• Ensure policies and procedures remain appropriate as ROC USA’s operations, lending activities, federal funding, and organizational structure evolve.
• Establish clear accounting procedures and documentation to support consistent practices across the Finance team.
• Maintain a strong internal control environment and proactively identify opportunities to strengthen controls and reduce financial and operational risk.
• Partner with program and development teams to ensure appropriate accounting, tracking, and reporting for grants and restricted funding.
• Ensure appropriate financial documentation is maintained to support audits, funder reviews, lender requirements, and regulatory reporting.
• Work with the CFO and other organizational leaders to develop or update financial policies as new activities, funding sources, or risks emerge.

Financial Systems & Process Improvement

• Evaluate accounting and financial workflows and identify opportunities to improve accuracy, efficiency, timeliness, and scalability.
• Work across Finance, Lending, Programs, Operations, and technology functions to strengthen financial systems and processes.
• Oversee the financial management system and support effective integration with loan servicing, portfolio management, payroll, and other operational systems.
• Promote standardization, automation, and documentation of recurring financial processes.

People Leadership

• Lead, coach, and develop the accounting team by establishing clear expectations, building technical capabilities, and fostering a culture of accountability and continuous improvement.

First-Year Priorities

Success in the first year will include:

• Deliver a timely, reliable monthly close and reporting process.
• Build a high-performing accounting organization, including establishing the Loan Servicing accounting function.
• Establish a scalable HUD grant accounting and compliance framework.
• Lead a successful annual audit and strengthen the internal control environment.
• Improve accounting systems, processes, and cross-functional partnerships to support ROC USA's growth.

Candidate Profile

The ideal candidate is an experienced accounting and financial leader who combines strong technical accounting expertise with operational discipline, and the ability to develop people and processes.

The successful candidate will be comfortable operating in a growing, mission-driven organization and will bring a collaborative approach to working with the CFO and leaders across ROC USA.

Qualifications

• Bachelor’s degree in Accounting, Finance, or a related field required; CPA required.
• 7+ years of progressive accounting leadership experience, preferably within nonprofit, CDFI, lending, or financial services organizations.
• Strong knowledge of GAAP, financial reporting, internal controls, and accounting policies and procedures.
• Experience with nonprofit, CDFI, lending, financial services, or similarly complex organizations strongly preferred.
• Experience with loan accounting, loan participations, lender or investor reporting, and covenant compliance preferred.
• Experience with federal grant accounting and Uniform Guidance strongly preferred.
• Experience with NetSuite or comparable financial management systems preferred.

What Else You Should Know

The position is full-time and remote, with the option to work from ROC USA’s Washington, D.C. office. Occasional travel may be required for organizational meetings, Board meetings, ROC USA events, and other work-related activities.

ROC USA has established an annual salary range of $130,000-$175,000 for the Controller position. Compensation also includes a comprehensive benefits package.
