Position Overview


The Lead Procurement Specialist serves as the agency's resource for procurement operations, ensuring the timely, cost-effective, and compliant acquisition of goods, equipment, and services. This position leads procurement processes, supports staff through purchasing requirements, builds strong vendor relationships, and promotes procurement best practices that align with agency goals, funding requirements, and internal controls.

• Lead procurement activities to ensure goods, equipment, and services are sourced, purchased, and delivered in a timely manner.
• Serve as the primary point of contact for procurement questions, purchasing guidance, and documentation support.
• Develop and maintain strong relationships with vendors, suppliers, and internal stakeholders.
• Negotiate pricing, delivery schedules, and service agreement terms to achieve best value.
• Conduct sourcing, cost analysis, and vendor comparisons in accordance with agency policy and procurement requirements.
• Prepare, review, and maintain procurement documentation, purchase requisitions, and procurement records.
• Monitor purchasing activity and forecast supply needs to support uninterrupted operations.
• Support staff in navigating procurement procedures, documentation requirements, and purchasing workflows.
• Identify opportunities for process improvements, cost savings, and increased operational efficiency.
• Assist with the development, implementation, and continuous improvement of procurement practices and internal controls.
• Review procurement activities for compliance with agency policies, grant requirements, and best practices.
• Maintain confidentiality of sensitive information.
• Travel to campus locations as needed.

• Perform other duties as assigned.

Minimum Requirements

• High School Diploma or equivalent.
• Experience performing procurement functions and applying procurement fundamentals.
• Proficient in Microsoft Office Suite, including Word, Outlook, Excel, and Teams.
• Strong customer service, negotiation, communication, and problem-solving skills.
• Experience collecting, documenting, and analyzing data.
• Ability to manage multiple priorities while maintaining accuracy and compliance.
• Insured and reliable vehicle for transportation.
• Must meet all health and safety requirements, including:
  • Passing a pre-employment and/or periodic physical exam
  • Annual TB screening
  • Background check and renewals as required

Preferred Experience and Skills:

• Bachelor's degree in business, Supply Chain Management, Finance, Logistics, or related field.
• Certified Procurement Professional designation.
• Experience with MIP software.
• Knowledge of State and Federal procurement requirements.
• Experience training, coaching, or supporting staff in procurement processes.
• Bilingual abilities are preferred.
