Job Description

Sigmatech is seeking a highly qualified Knowledge Manager to support the 3rd Test and Evaluation Squadron (3 TES) at Schriever SFB, CO, a critical unit under Space Training and Readiness Command (STARCOM).

This position is responsible for managing and administering the processes, tools, and secure systems that enable 3 TES to identify, document, and access its vital intellectual capital, operational test data, and information content.
This role directly supports USSF mission readiness by ensuring that space systems operational test knowledge, tactics, techniques, and procedures (TTPs), and critical lessons learned are securely captured, structured, and made accessible to squadron personnel. The selected candidate will ensure complete alignment with United States Space Force (USSF) Knowledge Management Instructions (SPFIs) and strict cybersecurity/information assurance requirements.

Primary Responsibilities
• Strategic Frameworks: Develop, implement, and maintain a structured knowledge management framework for the squadron, incorporating governance, ownership, review, and adoption processes.
• TTP & Lessons Learned Capture: Capture, document, and organize critical space systems operational test knowledge, Tactics, Techniques, and Procedures (TTPs), Standard Operating Procedures (SOPs), and test lessons learned to streamline processes and optimize squadron decision-making.
• Compliance & Records Management: Ensure strict compliance with USSF, Space Training and Readiness Command (STARCOM), and Department of War (DoW) records management policies, cybersecurity, and information assurance directives.
• Secure Portal Administration: Manage and optimize secure knowledge base platforms and collaboration sites (e.g., SharePoint Online, Intellink, and wiki-based tools), ensuring they are structured, searchable, and compliant across multiple classification domains (NIPR, SIPR, JWICS).
• Cross-Functional Collaboration: Partner with squadron leadership, test directors, engineers, and support personnel to identify operational knowledge gaps and deploy scalable technical solutions.
• Training & Onboarding: Train, guide, and support squadron personnel on the utilization of knowledge management systems and information lifecycle best practices.
• Metrics & Analytics: Establish and monitor adoption metrics, user behavior, and database health to drive continuous improvement of the squadron's knowledge sharing tools.

Education & Experience: Bachelor's degree in Information Management, Knowledge Management, Computer Science, or a related technical field with 8+ years of progressive experience supporting military operations, defense engineering, or government space programs. (Additional direct military experience or relevant certifications may substitute for a degree).
• Security Clearance: US Citizenship is required. Candidates must currently possess an active Top Secret clearance with SCI eligibility (TS/SCI).
• Cybersecurity Compliance (DoD 8140/8570):
• Must possess an active CompTIA Security+ CE certification (or equivalent DoD 8570 IAT Level II / IAM Level I baseline certification) to obtain administrative-level privileges on squadron systems and networks.
• Defense Environment Experience: Proven track record managing enterprise collaboration platforms, document repositories, and technical libraries within a complex military test, evaluation, or space operations environment.
• Deep expertise with collaboration tools (e.g., SharePoint/SharePoint Online, Confluence, Jira).
• Familiarity with DoD365-Sec or USSF Cloud Hybrid Enterprise Services (CHPS) environments.
• Strong understanding of metadata tagging, taxonomy creation, and access-control methodologies.
• Cybersecurity & Compliance: Demonstrated knowledge of DoD Cyber Workforce Framework (DCWF) requirements, and a solid understanding of Risk Management Framework (RMF) security controls for information dissemination.
• Analytical Skills: Ability to analyze structured and unstructured data, search trends, and platform metrics to continuously optimize information accessibility.
• Communication: Outstanding verbal and written communication skills, with a proven ability to translate complex technical concepts into user-friendly guides, SOPs, and training modules for squadron personnel.
• Operational Agility: Ability to thrive in a high-tempo, mission-critical space test and evaluation environment; willingness to travel as required to support squadron mission partners.

In compliance with Colorado's Equal Pay for Equal Work Act the salary for this position is $110,000 - $130,000; however, Sigmatech considers several factors when extending an offer, including but not limited to, experience, education/training, key skills, location and often contractual requirements.
