Financial Analyst

Some Typical Duties & Responsibilities Include:

Mid-to-Upper-Level Financial Analyst
• A Financial Analyst is responsible for independently evaluating payroll processes, records, controls, and reporting to ensure compliance with applicable laws, regulations, company policies, and contractual requirements.

Core Assessment Responsibilities
• Plan, scope, and conduct payroll compliance assessments.
• Review payroll registers, timekeeping records, wage statements, tax filings, benefit deductions, labor distribution records, and supporting documentation.
• Verify the accurate calculation and payment of regular wages, overtime, shift premiums, differentials, bonuses, commissions, leave pay, and other compensation.
• Test compliance with federal, state, and local wage-and-hour laws, including minimum wage, overtime, meal/rest break, pay frequency, wage statement, and final-pay requirements.
• Assess compliance with prevailing wage, certified payroll, Davis-Bacon, Service Contract Act, or similar requirements when applicable.
• Review employee classifications, including exempt/nonexempt status, employee versus independent contractor designations, job classifications, and pay-rate determinations.
• Validate payroll tax withholding, reporting, deposits, and reconciliations, including federal, state, and local requirements.
• Evaluate the accuracy and authorization of payroll deductions, garnishments, benefit contributions, retirement-plan deductions, and union dues.

Internal Controls and Risk Assessment
• Evaluate payroll-related internal controls for adequacy, effectiveness, segregation of duties, and compliance with established policies.
• Identify payroll risks, control gaps, process weaknesses, potential fraud indicators, and instances of noncompliance.
• Perform risk assessments to prioritize Assessment activities and recommend appropriate Assessment scope and testing methodologies.
• Analyze payroll data to identify anomalies, trends, duplicate payments, improper access, unusual adjustments, unapproved pay changes, and other exceptions.
• Assess system access controls and change-management practices affecting payroll and timekeeping systems.

Reporting and Corrective Action
• Document Assessment procedures, evidence, findings, conclusions, and recommendations in clear, complete, and well-supported workpapers.
• Prepare formal Assessment reports that communicate findings, root causes, risks, financial impact, and recommended corrective actions.
• Present Assessment results to payroll leadership, finance, human resources, legal, internal Assessment, and operational management.
• Track corrective-action plans and perform follow-up reviews to verify that deficiencies have been addressed effectively and sustainably.
• Escalate significant compliance concerns, suspected fraud, or material financial exposure through appropriate reporting channels.

Regulatory and Policy Compliance
• Stay current on changes to payroll laws, tax regulations, labor standards, collective bargaining agreements, and internal policies.
• Interpret regulatory and contractual requirements and translate them into practical payroll-control and process recommendations.
• Support responses to external Assessments, agency inquiries, tax examinations, labor disputes, and litigation-related document requests, as assigned.
• Advise on the development, revision, and maintenance of payroll policies, standard operating procedures, Assessment programs, and control matrices.

Collaboration and Leadership
• Partner with Payroll, HR, Finance, Legal, IT, Procurement, and business-unit leaders to resolve compliance issues.
• Provide technical guidance and coaching to payroll staff, junior Assessors, and process owners on payroll compliance requirements and best practices.
• Lead complex, high-risk, multi-jurisdictional, or cross-functional payroll Assessments.
• May participate in payroll-system implementations, upgrades, conversions, and process redesigns to ensure compliance requirements and controls are incorporated.
• May serve as a subject-matter resource for complex payroll matters, including wage-and-hour interpretation, Assessment readiness, and remediation planning.

Required Qualifications

• Bachelor's degree in Accounting, Finance, Business or relevant field plus at least five years of experience (YOE) in a relevant role, OR Master's degree in relevant field plus at least two years of experience (YOE), OR Doctoral degree in relevant field
• Equivalencies to experience and education requirements will be considered
• Strong knowledge of payroll operations, wage-and-hour laws, payroll tax requirements, and internal-control principles
• Recent experience performing or assessing payroll, timekeeping, labor distribution, or related financial and HR processes
• Proficiency with payroll and timekeeping systems and Microsoft Office applications
• Strong analytical, investigative, written communication, and presentation skills
• Ability to handle confidential employee and compensation information with discretion

Discipline Description

Audit personnel develop, plan, and evaluate internal audit programs for the organization's accounting and statistical records and the activities of various departments to ensure compliance with the organization's policies, procedures, and standards. They identify and analyze potential sources of loss to minimize risk and estimate the potential financial consequences of an occurring loss. They determine proper accountability of assets, audit accounting records of contract agreements in which the organization is involved, prepares reports for management on the results of audits, providing recommendations on improvements, and they interface with and assists outside auditors to expedite their work. Audit personnel review the management systems and controls employed in programs and administrative areas to ensure adequacy; personnel determine reasonable assurance that the objectives of the systems are being accomplished and that these systems and controls are working effectively.
