Associate Director, Research Security

Associate Director, Research Security & Export Control The Associate Director, Research Security and Export Control at the University of Utah leads the university’s export compliance program and research security initiatives. This role provides visionary leadership, policy development, and advisory support to faculty and stakeholders in order to ensure compliance with U.S. export control regulations and safeguard research assets. Responsibilities Regulatory Compliance Oversight Interpret and apply U.S. export control laws (EAR, ITAR, OFAC). Monitor regulatory changes and advise stakeholders. Serve as the Empowered Official under 22 CFR 120.67. Technology and Research Review Review proposals, awards, contracts, and tech‑transfer activities for export control issues. Determine licensing requirements and guide permissible activities. Restricted Party Screening Conduct and document restricted party screenings for collaborators, visitors, and foreign entities. Investigate matches and coordinate with legal counsel as needed. International Travel and Shipping Oversight Review international travel and field research for compliance. Provide guidance on export classification and shipment of controlled items. Licensing and Agreements Prepare or assist with export license applications, CJ and CCATS requests, and TCPs. Support negotiation and compliance in research contracts and MTAs. Education and Outreach Develop and deliver training programs on export control compliance. Create and maintain educational materials and guidance documents. Foreign Influence and Research Security Support federal research security requirements and related documentation. Collaborate with integrity and compliance offices on foreign influence risk. Recordkeeping and Audits Maintain documentation of reviews, decisions, licenses, and communications. Assist in internal audits, federal investigations, and compliance inquiries. Collaboration and Policy Development Collaborate with Sponsored Projects, General Counsel, Technology Transfer, EHS, and International Affairs. Contribute to development and revision of export compliance policies and SOPs. Legal and Ethical Risk Assessment Assess legal risk exposure and ensure compliance in complex regulatory environments. Provide legal analysis to support decisions and documentation defensibility. Additional tasks as needed. Essential Functions Proficient with all duties and responsibilities of an Associate Director, Research Security and Export Control. Assigned complex work processes. Participates and makes substantive contributions in research administration community‑wide activities. Serves as a mentor to the broader campus community. Deals with strategic and operational problems without clear precedent. Recognized as an expert in one’s field within the organization. Minimum Qualifications Equivalency statement: 1 year of higher education can be substituted for 1 year of directly related work experience. Associate Director, Compliance Management: Requires a bachelor’s (or equivalency) + 10 years, or a master’s (or equivalency) + 8 years of directly related work experience. Preferences 3 years of direct experience implementing an NSPA‑33 compliant research security program. 7–10 years of export control compliance experience in an academic institution or research organization. Experience with Fundamental Research Exclusion (FRE). History of continuing education in research security / export control and engagement with communities such as AUECO and ASCE. #J-18808-Ljbffr
