PRIMARY PURPOSE Administer the district’s recruitment program to ensure selection and placement of qualified personnel for the R.I.S.E. program, to include management of alternative certification processes for aspiring teachers. Administer the Teacher Incentive Allotment (TIA) and teacher retention program to provide a high quality and consistent teaching staff for the district year after year. QUALIFICATIONS Education/Certification: Required - Master’s degree with an emphasis on leadership Required - T-TESS Certified Special Knowledge/Skills: Knowledge of the selection, training, and supervision of personnel Ability to implement policy and procedures Ability to interpret data Ability to use software to develop spreadsheets, perform data analysis, and do word processing Ability to develop and deliver training to adult learners Ability to interact with community partners to create and maintain programs Excellent public relations, organizational, communication, and interpersonal skills Experience Required - Three (3) years campus principal or assistant principal experience Required - Five (5) years teaching experience MAJOR RESPONSIBILITIES AND DUTIES Recruitment Builds and maintains efficient and productive relationships with hiring managers (principals and district-level staff) to identify highly qualified and skilled personnel across all subject areas and instructional programs. Develop and implement effective recruiting strategies. Analyze results annually and make changes as needed. Provides leadership and guidance for the district’s grow-your own program and alternative certification programs to meet the recruitment needs of the district. Implement and manage the Position Control process in the Human Resources section of Skyward. Identify optimum recruiting opportunities and represent the district at key recruiting fairs and events. Develop and maintain active relationships with college and university career teacher preparation officials and placement offices, Regional Education Service Center staff, professional associations, and other recruiting resource organizations. Coordinate the assignment of staff from district recruitment programs such as Grow Your Own, R.I.S.E., and others. Assist with planning and coordinating the annual district teacher job fair or participate in regional job fair. Coordinate the Teacher Incentive Allotment Program for the district. Prepare and submit all data and documents by the TEA (Texas Education Agency) timelines on behalf of the district. Identify and apply for grants to support high need and strategic staffing areas throughout the district. Employment Coordinate the R.I.S.E. program employment application and screening process, monitor for effectiveness, and make recommendations for changes as needed. Copperas Cove Independent School District Other Coordinate the district’s R.I.S.E. program. Coordinate and oversee the evening sessions to support the candidates in their progression through the program. Monitor progress and meet with candidates as needed to discuss progress. Admit and remove candidates from the program as needed. Coordinate professional development and create PLA (Prior Learning Assessment) courses for R.I.S.E. candidates to earn college credit within the district. Assist with compiling and reporting projections of staffing needs. Compile, maintain, and file related reports, records, and other documents required. Comply with policies established by federal and state law, State Board of Education rule, and local board policy. Follow district safety protocols and emergency procedures. Perform other related duties as assigned. WORKING CONDITIONS Tools/Equipment Used: Standard office equipment including personal computer and peripherals Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting Motion: Repetitive hand motions including frequent keyboarding and use of mouse; occasional reaching Lifting: Occasional light lifting and carrying (less than 15 pounds) Environment: May work prolonged or irregular hours; frequent districtwide, statewide, and out-of-state travel. Evenings one night per week for the district’s Grow Your Own program.
