ENVIRONMENTAL COMPLIANCE SPECIALIST I (Scrap Tire Inspector, Resource Management Program)

Job Overview The Environmental Compliance Specialist I is an entry‑level position in the Scrap Tire Unit within the Waste Diversion Division of the Resource Management Program, Land and Materials Administration (LMA) at the Maryland Department of the Environment (MDE). The role provides technical assistance and determines the regulatory compliance status of scrap tire and other regulated facilities throughout Maryland. The incumbent conducts inspections, investigations, and supports enforcement activities, representing MDE on site and interacting with regulated entities, the public, private organizations, and local government agencies. Main Responsibilities • Conduct inspections of scrap tire facilities and illegal scrap tire stockpiles statewide. • Evaluate compliance with Maryland laws and regulations related to scrap tire management, solid waste, water pollution control, electronics registration, food residuals diversion, and paint stewardship. • Perform investigations of complaints concerning illegal scrap tire dumping, electronic sales, food residuals diversion, and paint stewardship program violations. • Document and describe waste materials, prepare detailed compliance reports, and provide consultative assistance to regulated entities. • Use state vehicles for travel within the assigned geographic area; maintain a valid Maryland driver’s license and meet state driving record requirements. • Follow Division policies, standard operating procedures (SOPs), applicable laws, regulations, and permits. • Participate in program activities such as training, mapping, and data management using GIS and environmental tracking software. Minimum Qualifications Four years of experience performing inspection or investigation work related to state, federal, or local regulations, codes, or standards. Substitution options: Sixty credit hours from an accredited college or university, including thirty credit hours in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry, or related discipline, plus two years of inspection/ investigation experience. A Bachelor’s degree in the same disciplines, replacing the required experience. U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering or Natural Resources specialties, substituting the required experience on a year‑for‑year basis. Desired / Preferred Qualifications Exceptional verbal and written communication skills with the ability to write detailed compliance reports and convey findings to stakeholders. Familiarity with Geographic Information Systems (GIS), database queries, spreadsheets, and environmental tracking software. Hands‑on experience in environmental monitoring, field sampling, regulatory compliance auditing, or knowledge of environmental regulations. Licenses, Registrations, and Certifications Employees may be required to operate a state vehicle and, if so, must possess a valid Maryland motor vehicle operator’s license. Employees may also need to obtain and maintain certification or license in the designated environmental compliance area.
