Stormwater Engineer
Hernando County, Florida BOCC
This is a professional position related to the drainage engineering required by Hernando County involving design and implementation of all facilities relating to drainage, stormwater, and flood control, development of stormwater management programs, and inter-local coordination of stormwater related issues and programs. Serves as supervisor for the Stormwater Department personnel and as project manager for complex, multi-discipline projects. May serve as a member of the EOC during emergencies. The following statements describe the principal functions of this job and its scope of responsibility but should not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods or otherwise to balance the workload. Responsible for and/or provides technical supervision of varied engineering activities such as planning, designing, surveying, construction and testing, inspections of drainage facilities and other related duties. Responsible for the design and implementation of projects and operations for the correction of major stormwater problems which involve flooding of County maintained streets and roads. Develops and implements the County’s National Pollutant Discharge Elimination System (NPDES) permit and program. Address citizens’ drainage complaints. Responsible for development and planning of programs to track the status of drainage complaints. Develops design standards and reviews residential, commercial, and industrial improvement plans for compliance with the County’s stormwater requirements. Responsible for development and implementation of effective stormwater related codes to protect the health, safety, and welfare of the citizens. Responsible for directly and regularly supervising work of a relatively small number of employees (one or more). Includes assigning, directing, evaluating, and reviewing work of subordinate employees. Responsibilities include providing on-the-job training; evaluating job performance; recommending selection of new staff members, promotions, status changes, and discipline; and planning, scheduling, and coordinating work operations. Responsible for identifying and applying for sources of storm water related funding from State and Federal agencies. Complies information and submits grant applications and permits to various state and federal agencies. Experience with State and Federal Grants and managing local agency programs. Also, SWFWMD Grants (CFI). Preparation of scope of services, advertisement of projects, short listing guidelines, BOCC presentation of shortlist, oral presentations to BOCC for ranking, and contract negotiations of selected consultants. Prepares plans, specifications, contract documentation and cost estimates on County projects. Recommends awarding projects to contractors who have submitted bids. Advice in an engineering capacity, given to other County Departments. Maintains liaison with other governmental agencies, i.e., FDOT, SWFWMD, FDEP, Army Corp of Engineers, etc. Compiles information and assists in the submittal of grant applications to various State and Federal agencies. Directs/participates in the creation of the tentative 5-year stormwater projects work program. Directs long-term planning of 20-year needs analysis process for stormwater, per F.S. 403.9302 Provides contract monitoring of County projects. Functions as the liaison between professional consultants, contractors, and the County. Prepares, arranges, and presents at community meetings regarding updates on DPW projects. Facilitates and attends staff meetings, project related meetings and required training. Employs sound management principles to supervise subordinates. Employs project management and time tracking tools to monitor progress of assigned projects. Emergency Response County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Minimum Qualifications Education: Minimum of a bachelor's degree from an accredited college or university in civil engineering or related field. Experience: Minimum four (4) years of experience in stormwater and drainage engineering, required. Previous supervisory experience is required. Skills: Coordination of stormwater related issues and programs. Licenses, Certifications, or Registrations Must be a Registered Professional Engineer in the State of Florida or be able to obtain a State of Florida license within six (6) months of employment. Must possess and maintain a valid Florida driver's license and be insurable by current insurance carrier. Must possess or be able to obtain within 90 days of employment, certification in NIMS/Incident Command Courses IS100PW, IS200, IS700, and IS800; IS300/IS400 when offered. A combination of education, training and experience may be substituted at the County's discretion. Ability to prepare clear, concise, and logical written reports, correspondence, and specifications. Ability to speak and present ideas and points in a clear and positive manner in a variety of forums. Ability to anticipate and resolve problems, questions, and issues in their incipient stage. Knowledge of soils and geo-technical engineering pertaining to stormwater management. Knowledge of stormwater modeling and associatedsoftware. Knowledge of ArcGIS software. Knowledge of AutoCAD software. Ability to perform field inspections to collect data and to assess existing conditions and to prepare reports regarding same. Knowledge of materials, methods and techniques of pavement/road, bridge, and utilities design and construction. Knowledge of various permitting regulations. Ability to coordinate studies, plans, environmental permitting and reports with other County staff, State, and Federal regulatory agencies. Ability to prepare and review technical plans, designs and specifications for public works, facilities, and utility projects as a Professional Engineer in "responsible charge". Ability to prepare and process grant applications and other funding mechanisms. Grade: 14 Salary Disclosure: Pay rates are based on education, skill, experience level and internal equity.
