Budget Analyst

Commander, Navy Installations Command

Summary

This position is located in the Farm Production and Conservation (FPAC) Business Center (BC), Chief Financial Operations Office, Budget Division, Staffing Resources Section.

The incumbent performs a variety of budget analysis assignments of moderate to complex difficulty requiring thorough knowledge of budget principles, theories, and concepts, with responsibility for supporting budget formulation and execution activities for assigned FPAC agency program accounts.

Duties

Help

  • Supports budget formulation activities for assigned FPAC agency program accounts across the federal budget cycle.
  • Contributes to the development of accurate and defensible budget estimates aligned with agency priorities and statutory requirements
  • Tracks and reports on expenditures related to payroll, FTEs, and operating costs for assigned accounts.
  • Prepares standard budget reports, data compilations, and routine analyses on budgetary information for assigned FPAC program accounts.
  • Develops accurate, defensible budget estimates and supporting documentation aligned with agency priorities and statutory requirements.
  • Oversees execution of appropriated funds for assigned FPAC Agency program accounts, ensuring compliance with fiscal and statutory requirements throughout the fiscal year.
  • Analyzes and interprets OMB Circular A-11, appropriations language, Congressional report language and USDA guidance as applied to assigned accounts.

Qualifications

Specialized Experience Requirement

For the GS -12 grade level: You must have one year of specialized experience equivalent to the GS-11 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as:
  • Independently leading or performing budget execution activities for Federal or Non-Federal discretionary programs for each phase of the budget process.
  • Perform budget execution activities for assigned Federal or Non-Federal appropriation accounts, including developing and monitoring financial operating plans, processing allotments and fund transfers, and ensuring compliance with apportionment requirements and Anti-Deficiency Act controls.
  • Analyzing and interpreting Federal fiscal law, appropriations acts, OMB Circular A-11, or GAO decisions, and applying that interpretation to advise management or prepare authoritative guidance on budget formulation, execution, or fund control matters for assigned programs.
  • Preparing budget materials, spend plans, or responses to Congressional inquiries on agency budget execution and serving as a point of contact between clients, and the Budget Staff on matters pertaining to the budget formulation, budget execution oversight, and budgetary internal controls.
For the GS-13 grade level: You must have one year of specialized experience equivalent to the GS-12 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as:
  • Performing budget formulation or execution support activities for Federal or Non-Federal discretionary programs to support preparation of budget submissions, financial operating plans or fund distribution.
  • Tracking and monitoring obligations, expenditures or allotment balances for assigned Agency programs accounts, preparing routine variance reports and identifying discrepancies for potential compliance issues and preparing budget execution documents, budget allotments, and budget allocations.
  • Applying Federal fiscal law, OMB guidance or agency budget procedures to assigned budget tasks, including reviewing financial operating plans or budget documents for conformance with appropriation law and agency policy requirements.
  • Maintaining budget tracking tools, spreadsheets or database supporting monitoring of payroll expenditures and operating costs for assigned Agency program accounts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
