Data Analyst (Management Analyst)

Job Summary King County Housing Authority (KCHA) is actively seeking a skilled professional for the position of Data Analyst (Management Analyst). The role will develop data insights to inform agency learning, planning, and decision‑making, including data and policy analysis, program evaluations, and creation of dashboards, visualizations, and maps. The analyst will translate complex findings into practical recommendations and drive positive change. Essential Functions Data Analysis Lead or support data analysis projects that inform policy decisions and programmatic strategies to improve outcomes for low‑income populations. Respond to staff and leader requests for data summaries. Assemble and analyze large internal, market, and public datasets to assess program performance, identify trends, and generate actionable insights. Build or use cost and impact models, dashboards, and analytical methods to support decision‑making, including financial or strategic implications. Conduct background research and analyses in housing, public assistance, homelessness, and related social policy topics. Leverage publicly available data to inform program and policy analysis. Data Presentation and Reporting Develop clear data summaries, visualizations, maps, presentations, reports, and briefing materials for varied audiences including leadership, board members, and external partners. Present methodologies, findings, and insights to staff, leadership, board members, and external audiences. Represent KCHA at community, professional, and partnership meetings. Collaboration and Technical Support Manage and enhance data tools, analysis plans, and documentation to support transparency and efficiency. Provide data‑related technical guidance to analysts and program teams. Support agency learning and capacity‑building initiatives, such as developing learning materials or facilitating group discussions. Collaborate with cross‑functional teams to ensure data insights are actionable and aligned with program goals. Qualifications and Competencies Required Qualifications Associate’s degree with coursework in public administration, policy, statistics, economics, sociology, or a related field. Moderate experience conducting applied quantitative data analysis in a public, social policy, or related research setting (e.g., government, nonprofit, academic). Equivalent combination of education and experience that provides the necessary knowledge, skills, and abilities. Prior experience in housing or social policy sectors is strongly preferred. Required Knowledge, Skills, and Abilities General knowledge of affordable housing policy, programs, and related social policy areas; knowledge of subsidized housing programs (public housing, Vouchers, project‑based assistance) and Washington State public assistance programs is ideal. Understanding of quantitative analysis methods and experience designing and conducting applied data analysis, policy analysis, and evaluation. Familiarity with large administrative and publicly available datasets and statistical analysis; HUD data familiarity preferred. Proficiency in data visualization and dashboard development to support decision‑making. Ability to analyze and interpret large data sets, develop sound conclusions, and communicate findings to both technical and non‑technical audiences through clear reports, summaries, visualizations, and presentations. Technical proficiency in analytical coding (Stata or R) and dashboard tools (PowerBI); spatial data analysis with ArcGIS is ideal but not required. Project management and organizational skills to manage multiple priorities, meet deadlines, and work effectively in a fast‑paced environment. Strong written and verbal communication skills, including presentation of research and policy findings to staff, community stakeholders, and the public. Ability to ensure legal and regulatory compliance through accurate interpretation of applicable policy. Ability to foster collaborative relationships with internal teams, external partners, and individuals of diverse backgrounds. Knowledge of equity‑centered evaluation and learning practices. Experience collecting data (e.g., survey design and administration) is ideal. Special Requirements Consent to and pass required assessments. Salary & Benefits The salary range is $84,763.00 to $114,430.00 with a midpoint of $99,598.23. Salary is negotiable. Benefits include a comprehensive health care package (medical, dental, vision, life, and long‑term disability), vacation, sick and personal leave, tuition reimbursement, and retirement benefits. Work Environment After onboarding, the position may work remotely up to 60% in accordance with KCHA’s flexible arrangements. Employees must reside in Washington State and be able to report to the Central Office in Tukwila as needed. Local and domestic travel may be required to support business needs. Physical Requirements The job is sedentary with occasional walking. It requires sitting, speaking or hearing, hands for repetitive motions, and standard vision and hearing requirements.
